Zhejiang University Scientific And Technological Innovation Capacity Assessment Study

With the rapid development in science & technology, international competition is embodied in the competition of High-Tech and innovation. Countries and regions all over the world are establishing or perfecting their national or regional innovation systems, aiming at gaining position in the future international competition. University, as the important source of innovation and point of knowledge transfer, plays an essential part in Science & technology innovation. This paper starts from the theories of knowledge-based economy, science & education to national prosperity and national innovation system, defining the science & technology innovation capacity in university and evaluating it from the view of innovation system according to the present situation in Zhejiang province. We distinguished the different functions of different factors in the innovation system, determined the mutual connections and passages among university and other factors in the innovation system. Then draw the conclusion that the science & technology innovation capacity in university can not be adapt to the regional innovation system. It provides a theoretical and reality foundation for the further discussion on the policy of strengthening the adaptation between university and innovation system.
