Social security is a system which has a very intense relation with country's politics and economy, and transition of politics and economy will affect the development of social security system. China pays much cost in the transition process, for examples, unemployed workers, gap between rich and poor. So the social security must change with the transition of country to meet the need of reform and development.Chinese social security management system has two serious problems: the disunity of management system and low efficiency. According to the two problems, author mentions three suggestions: first, it is very time to unify the management system; second, it is very important to reform in form of market economy; the last one, the government must strengthens the socialized management.The author combine China condition, international experience and three suggestions to consider that China must develop a new system which should develop enterprise social security management organization, privately operated social security organization, community social security service organization under the unified management by the government.
