The 21st century is the century of knowledge of competition, accounting for an international economic dominance of the century。Knowledge-based competition is the innovative talents of innovation speed and innovation in the efficiency of competition. University post-graduate education, as the highest level of higher education and training with innovative capabilities of high-level creative talent, is given the times and postgraduate training unit's mission and responsibilities. In recent years, China's post-graduate education is to be rapid progress in the increasing number and also should pay attention to improve the quality of postgraduate education.Ministry of Education, "2003-2007 Action Plan for Invigorating Education" in an explicit proposal is to "implement the innovative program of graduate education" and its aim is to foster and enhance the graduate student innovation ability. At present, China is already a big country of post-graduate education, but the overall innovation capability is not strong. Director of the State Council, Chen Zhili, made clear that in order to enhance innovation capability, as the core of graduate students and improve the quality of graduate education, focusing on major research projects and national key projects as the basis, to strengthen postgraduate training base construction and innovative post-graduate training mode, and strengthen post-graduate innovative, entrepreneurial spirit and innovation ability at the twenty-fifth meeting of the Academic Degrees Committee in 2008. State Councilor Liu Yandong took once again a clear emphasis on graduate education and highlight the high-level creative talents cultivation at the twenty-seventh session of the State Council Academic Degrees Committee in 2010. In view of this, the paper tries to look for a new method that how to build a scientific and rational, standardized and effective post-graduate innovative security system in order to smoothly and effectively promote the implementation of the "Graduate Education Innovation Program" and to ensure high-level creative talents.This study begins by describing the study of the status quo, meaning, ideas, and the main method, and text covering the core concepts related to innovation capability has defined and analyzed innovation and capacity-building related to elements of text. The paper will take Chongqing University graduate innovative practices base training mode to innovate students innovatiion ability for example (hereinafter referred to as: "innovation bases"), initially proposed building a model of training security system. Second, the model focuses on indicators related to the four training security system (the policy orientation, the basic platform, organizational building, system building). Finally, the paper analyzes innovation and capacity-building of the post-graduate results achievemeng and proposes ways of cultivating innovation and improvement measures with a view to provide a new training model for graduate education, as at present a useful complement to a variety of training modes. The main sections of launch are as follows:The first chapter briefly discusses on the significance of this research, ideas and methods, reviewed the status of the innovation research, and innovation content, features, training elements, factors etc. and initially proposes security system building models of post-graduate Innovation Ability, builds the principle of evaluation factors, determines the weight of the model and optimize measures.Chapter II mainly states colleges and universities of high-level personnel training policies based on analysis of published relevant Chongqing University graduate creative talents training objectives, development policies and measures.The third chapter is to introduce a set of innovative graduate base platform for innovation and capacity-building in basic research support system. the platform divided into two pieces, one of an experimental research platform based on nine experimental platform system; and the second based system platform which is based on the innovative team system and the Innovation Fund system.Chapter IV, according to the relevant organization theory and principle, is to construct and analyze the innovative base organization security system, which consists of eight departments, namely the auspices of graduate-related activities, to develop different types of people.The following Chapter continues to address institutional theory and principle related to the research, analyzes the relevant systems and regulations in innovation base, and related scholarships, teaching awards and other incentive systems and high levels of scholarly papers reward system.Chapter VI simplely analyzes the incultiviting effectiveness of graduate students innovation capacity, and from innovation and team-building, optimizing the environment for innovation, the establishment of the training mechanism based on the characteristics of Z theory, strengthening education theory research and system evaluation team construction, tries to put forward the construction of ways of cultivating and improving measures. Chapter VII makes the brief summary of the innovation of this paper,draws conclusions, and explores future research directions and ideas.
