Along with the integration of global economy and the coming of knowledge economy, talents will become the primary factor for social developemnt. As the important part for regional economic development, talents flow and its distribution changes among different regions will not play increasing important role in future economic development, but also make great impact on the sustained economic growth of China and the coordinated development of regional economy. So studying on the common features, mechanisms and laws of the cross-regional talents flow in China will help us to employ and development the talents more rationally, so as to make complete use of the talents on economic benefits. Especially for our country which lacks human resources seriously and has the regional economic development extremely uneven, it becomes very important and critical to study the cross-regional talents floating issues.There are many researches about talents and human capital that exist in domestic and international geography and regional economic circles. However, the research on China cross-regional talents flow is relatively small. There is a lack of a systematic, panoramic description and research about the actual situation of the talents'regional flow. For the mechanisms that impact the floating are mainly focused on the micro level that human resources management do in the enterprises. So in this paper the author tries to make such researches: commenting on the present literatures and related theories about the talents flow at home and abroad; describing the history and the current situation of the regional distribution and their floating of talents; analyzing the factors and the internal motive mechanisms that impact the talent mobility; summarizing the basic laws about the talents flow and their future trends and then giving relevant recommendations to improve the mechanisms about cross-regional talents flow so as to promote the regional development coordinately and harmoniously. Moreover, there is a case study about Beijing-Tianjin-Hebei region in order to confirm the conlusion in this paper.The innovations are mainly embodied in: 1) making comprehensive and detailed records on the current situation and exist problems about cross-regional talents flow, putting forward countermeasures to layout inter-regional talents floating reasonably; 2) learning from the way that the predecessors took to explain the driving mechanisms on talents flow, through expanding the previous theories the author gives the search-matching model and the model about the change of relative economic status to explain the real issues that happened in China; 3) combining the analysis on the micro mechanisms about talent floating, the author analyzes the internal and external factors that impact the regional flowing and the main changes at present, that has positive significance for making reasonable strategies on talents development and the scientific decision-making; 4) analyzing the talents distribution specifically in Beijing-Tianjin-Hebei region, giving the model about cross-regional talents flow and the countermeasures about regional integration of talents in these regions according to the current situation.
