| At the present stage,the status of innovative human capital has been consolidated along with the increasing importance of innovative human capital at the national level.On the whole,in spite of the huge scale of human capital in the beijing-tianjin-hebei region,innovative human capital is still in short supply,or even constantly disappearing.Along with this kind of tendency degree strengthens unceasingly,concerned branch ought to give great attention.The development trend of the region in the future has a lot to do with the policies implemented at the present stage.Reasonable policies are undoubtedly beneficial to the sustained and healthy development of the beijing-tianjin-hebei region.This study takes the innovative human capital in the beijing-tianjin-hebei region as the research object and focuses on the mechanism of policy factors in its flow.Comb first of all,this study of the existing research results about the innovative human capital,and closely combined with the actual development of the beijing-tianjin-hebei region,from the 2011-2017 national dynamic monitoring data of the floating population,such as the investigation results screening suitable sample data,and so on,using panel data of finishing it is concluded that,on the level of regional innovative human capital outflow calculation;Second use of tools,from the official website of the state council and beijing-tianjin-hebei regional portals and all areas of human resources and social security departments website fetching policies of text files,using the correlation of Chinese word segmentation analysis components to grab the policy of the word frequency analysis of a text file,with the policy of the grab by nvivo software at the same time comparing with the results of the content analysis of a text file,and thus it is concluded that the core of the policy text content,and focus on key points,further induce the policy factor analysis index system.Finally,the analysis indexes obtained by comparing the above two methods are used to analyze the flow level of the new human capital,and corresponding policy Suggestions are put forward according to the analysis results.Above research results can he learned that wages and working conditions of the policy factors,and form a complete set of the safeguard measures of the three major factors to a large extent affected the inflow of innovative human capital,that if improve the strength of the three factors of policy,will promote the innovative human capital inflows,the opposite will cause the innovative human capital outflow.These three factors also have different impacts on the flow level of innovative human capital.When formulating relevant policies,relevant departments should also consider these three aspects to make the flow level of innovative human capital more reasonable.At the same time,this index system of policy factor analysis also has a great influence on the decision of relevant talents to start a business and choose a career,which is an important reference. |
