With the development of the sports undertaking, the number of stadiums and sports facilities is increasing. Public sports stadiums aim to promote the operation management and to improve the performance management level of the venues. The article regards public stadiums as the research objects from the perspective of management, and expounds the concept and the relative theory of the Balanced Scorecard and the performance evaluation. Combining with the literature method, the field investigation method and the questionnaire method, the Balanced Scorecard is applied to the construction of the performance evaluation index system of the public sport venues. The evaluation index system is applied to the Dongdan sports center in order to achieve the goal of the strategic management of the Balanced Scorecard in public sports stadiums.The first part is the introduction of the thesis, mainly expounding the background, the significance, and the literature review of the domestic and abroad research results. The second part is the theory of the balanced scorecard. It refers to the specific content of the Balanced Scorecard, the core concept, the background and the development history. It also introduces the main content and the method of the performance evaluation. The part shows that the balanced scorecard is an effective tool for performance management in the public sector. The third part is to discuss the necessity and feasibility of applying the BCS to public sports stadiums. The necessity is explained from the needs of the development, the property of the venue and the development of society. The analysis of the feasibility refers to the driving force of reform, the successful experiences of applying BSC in public sports stadium, and the present condition of public stadiums. The fourth part is about the construction of performance evaluation index system of the public sports venues. After the strategy and the vision is clear, the author will design the index, put different weight on the index and draw up scoring criteria according to the balanced scorecard framework. The fifth part takes the Dongdan sports center for example, and applies the evaluation index system to Dongdan Sports Center. Finally according to the results of the assessment, the author analyses the advantages and disadvantages of Dongdan sports center. The sixth part is the conclusions and suggestions. The Balanced scorecard can help organizations to achieve the strategic objectives. The development of society also impels public sports stadiums to introduce the scientific performance evaluation methods. And the conclusion summarizes the improvement of the Dongdan sports center. Finally, the article gives several proposals about applying the Balanced Scorecard to the performance evaluation and management of public stadiums in China.
