The teachers who teach Ideological and Political Theory Courses become an important part of university teachers. The'Teaching Effect Scale of Teachers in Ideological and Political Theory Courses'is also modified and developed on the basis of SEEQ. This paper researches the relationship between competency and teaching effect, and makes a demonstration research to the competency and teaching effect of Ideological and Political Theory Courses'teachers in five first-rank universities in Hebei province through the scale.This series researches breakthrough the localization of teachers in Ideological and Political Theory Courses anciently. The whole Promethean conclusion has been made for the problem about competency of teachers in Ideological and Political Theory Courses in universities.
