Study of competency evaluation method for the teachers in teaching post is one of the most important parts of the Human Resource Management in colleges and universities. The article first elaborates the important significance of the thesis, analyzes and summarizes the actual problems in competency model and evaluation method currently. Under the direction of the theories of psychology, behavioral science and management science, combined with the need of the recent social and universities development, the article designs the competency evaluation index system for teachers in teaching post in colleges and universities, analyzes the competency of the teachers qualitatively, and establishes the competency ranking model and evaluation index intercepting model for the teachers in teaching post in colleges and universities based on the principle of Set Pair Analysis and Fuzzy Mathematics. On this basis, a quantitative method of the competency evaluation for the teachers in teaching post in colleges and universities is presented on the principle of fuzzy comprehensive evaluation and fuzzy identification.By using the method of evidence, the article carries on the comprehensive evaluation for the teacher with the method which the author has proposed. It is resulted by the example that the method not only can evaluate comprehensive competency of the teachers in all dimensions but also can distinguish the deficiencies of the teachers, which provides the theoretical bases for the faculty training.In the end, the article points out that the model and the evaluation method can be applied to the introduction and training of the teachers in colleges and universities, and some reasonable proposals are put forward for the faculty construction.
