As the important approaches of realizing popular present higher education and the historical choice of its new development, independent college was appeared under the background of highly developing higher education era in the late 1990s. it is a new running mode with Chinese characrastics and mass iniciative. Xinjiang hold this opportunity and organize a series of independent college cater for Xinjiang's economy and social development. At present, there are totally five such colleges with thousands of students which push the procedure of Xinjiang's popular education and cultivate a large number of application-oriented undergraduated talent. However, compared with other part of China especially the east and south costal area, it has problems of general low developing level, slow developing and unbalanced developing structure. How to optimize the teachers resource allocation, improve the microscopic structure of the future teachers resource increasing and construct the allocation model according to the present situation of Xinjiang Independent college is of great importance whether it can continuously produce higher education needed service, improve it self's core competitiveness and realize self scientific development.Taking Xinjiang independent college's teachers resource as the research target, this paper showed the importance of theoretical and real significance of independent college to explore teachers'potential, motive their creativity and build optimized allocation model. The theories used in the study are HRM, resource allocation, scientific management and effectiveness. And the used study methods are document retrieval induction, statistical analyze, qualitative analysis and quantities analysis, canonical parse, positive analysis and so on.On the basis of teachers'resource allocation and in and out study situation, this article makes research on teachers at their posts of the five independent colleges and analyzes their present situation to get a wholly understanding. It analyzes the allocation content and effect to sum up the fruit and existing problem of allocation. On the basis of effectiveness factors, it carefully studies the factors to fix the leading thoughts and reasonablely build the model on this base to put up for the strategies of Xinjiang Independent College's development.This study begins with the analysis of teachers'resource allocation and takes present situation and effective factors as the key and the positive analysis as foundation, wholly reveal the substance. The study shows that among those effective factors, scientific investment, teachers'salary and training level play the leading role to improve the allocation. To build Xinjiang's optimized resource allocation must rely on the leading effect of the above factors. This materials are form the five Independent college. Empirical research, quantitative analysis and the conclusion different from the existing study can give the administrator reasonable reference.
