Independent Colleges of ordinary universities, as the product of the higher education in China. It has undergone a rapid development. It has played an active role in alleviating insufficient resources and higher education funds, expanding the scale of higher education, accelerating the process of higher education and promoting innovation of the higher education system. Meanwhile, it has been the focus that how Independent Colleges ensure the quality of education with the continuous growth of the quantity and the expansion of the scale. The key to ensuring and improving the quality of Independent Colleges is to build higher quality teachers.The paper includes five parts. In the first part, the introduction presents the reason, the significance, review of relevant literature and conceptions of the allocation of teacher resources of Independent Colleges in ordinary universities. The second part presents the status of the allocation of teacher resources of Independent Colleges in ordinary universities and set an example. It analyzes the problems of the allocation of teacher resources of Independent Colleges in ordinary universities. The main problems have the imbalance of the teacher structure, the diversification of the allocation, small proportion of full-time teachers and the more youth, less pre-job training and continuing education. It is difficult to employ high-quality teachers. The high-quality teachers often leave Independent Colleges. The full-time teachers have heavy task and their research capacity is weak. The problem has also come from the negative impacts of external environment and internal management. The third part and the fourth part analyze the reason of the effect on the allocation of teacher resources of Independent Colleges in ordinary universities. The allocation of teacher resources of Independent Colleges in ordinary universities is affected by both management of teacher resources of Independent Colleges and government, market and social factors. The last part put forward several strategies for the allocation of teacher resources of Independent Colleges in ordinary universities as follows: first, independent colleges need establish people-oriented concept of management of teacher resources, and allocate the teacher resources according to the limits among different Independent Colleges. Otherwise, it also needs the support of government, the regulating of the market and the social care and help.The last part concludes all content, and points out its defect. Independent colleges must allocate the teacher resources properly in order to ensure its quality and reality its healthy development.
