The definition of college human resources management is given in the thesis, which explains the people-oriented idea in college human resources management thoroughly, analyzes the present situation of Chinese college human resources management mode, summarizes that of such developed countries as U.S., UK, Germany, Japan and Australia on their systems and experiences to extract suitable experiences for the perfection of that in China.It has been put forward in the report of the 17th CPC National Congress that top priority should be given to the development of education and the establishment of human resources power. Thus, an efficient and high-quality college teaching staff is in request to achieve the goal. With the further development of human resource management research in China, human resources management theories have been applied within educational circles. Determined by the occupational characters, the human resources management in college should be people-oriented. Teachers are the basic objects in the administration and development of personnel management. And how to be people-oriented and to establish a new system of advancing with the times become an important subject for those who are engaged in educational management in college. Owing to the relative shortage of research on human resources management theories applying to personnel management in college and the simplification of both the research achievements and the direction, the research of people-oriented idea is not carried out in depth enough. That is the reason to choose this subject, by concluding, summarizing and analyzing, to provide references for establishing the mode of college human resources management in China.To emphasize people-oriented idea in human resources management is the embodiment and practical application of the important thoughts of scientific development ideology complied with the regulation and direction of college development. So adhering to the people-oriented idea is the fundamental principle of a sound college human resources management.The application of people-oriented idea to college personnel management in the thesis is a transformation from traditional personnel management to modern one, from the event-oriented to people-oriented mode so that the personnel management is considered in a strategic perspective of college development, in order to build up a people-oriented harmonious system of talents seeking, fostering, understanding, cherishing and utilizing. And by analyzing the college human resources management mode in developed countries, a new mode of college human resources management would be established which is of great significance in stimulating the teaching and researching enthusiasms of teachers, practically increasing the efficiency of college education and promoting the healthy development of college in the long ran.
