On the background that China is a united multi-ethnic socialist country, how to accelerate the development of minority areas is a major proposition. Accelerating the development of minority areas is not only the need of building a harmonious socialist society, but also the needs of promoting national unity and social stability. The human factor is one of the most critical factors in affecting economic development. Meanwhile, the development of economy depends largely on the improvement of human's quality and skills, not on the amount of natural resources or the amount of capitals. In accelerating the development of ethnic regions, talents are basement while education is guarantee. High Education for minorities, as an integral part of the cause of high education in China, plays a guiding backbone role and has an important significance of the promotion of the prosperity and development of the ethnic regional economy.One of the fundamental guarantees for supporting the development of high education for minorities is to continually increase the nationally financial investment and improve the system of financial support. In recent years, College financial crisis increasingly gets into the public view, becoming one of the focuses of attention. Lack of state financial support, expansion of enrollment, chaos of financial management, low utilization rate of funds, lack of clear property rights and lack of clear lines of responsibility give rise to the financial crisis of high education. Ethnic colleges and universities subject to the lack of school funds are struggling. How to increase financial input and promote the rapid and healthy development of ethnic education, has aroused the concern of many scholars.The dissertation is divided into five parts, including the Introduction and the text of four chapters. The part of introduction is to propose the purpose and value of the topic, and on the basis of the literature review, introduce research ideas, methods, innovations and lacks of content.The first chapter, through the analysis of the literatures on the topic, discusses the connotation and extension of our ethnic high education. Meanwhile, it integrates many subjects such as regional economics, ethnic economics, finance, educational economics and other leading-edge research, and bases on the "quasi-public goods theory", education equity theory and other relative theories to lay a theoretical foundation for the financial support of ethnic high education.The second chapter, basing on the review and reflection of the development process of ethnic high education, analyze the national cornerstone, the growing point and the breakthrough of the development of ethnic high education, and go further to explore new space for development and promote the development of ethnic high education with leaps and bounds.In Chapter III, what can be seen from the status of the development of ethnic high education is that opportunities and challenges co-exist. Facing this reality, in order to achieve real development with leaps and bounds in the ethnic high education, we must rely on further increase of financial funds. However, the nationally financial investment still did not achieve the maximize effectiveness of its support for the ethnic high education. On the basis of the study of causes, many factors such as system, structure, management and concept, restrict the ethnic high education to further use nationally financial investments to broaden their own development space.In Chapter IV, on the basis of a clear understanding of the status quo and analysis of problems, by drawing on the experience of international financial support of ethnic high education, combining with "the12th five year plan of science and technology development in high universities", the protection of effectiveness of financial supporting for ethnic high education should start from reconstruction of the idea of fairness and responsibility, improvement of supporting policy environment of the fiscal transfer payment system and improvement of the mechanism of protection of financial investment.The innovations that this dissertation intends to achieve contain: Firstly, it is the choice of topics. From the domestic and abroad references to see, these dissertations specializing in financial investment for ethnic high education are very few and this topic has a strong pioneering and exploration; Secondly, this dissertation fully demonstrate the necessity and the principle of China's financial support for the development of ethnic high education. Thirdly, through the analysis of the data tables, this dissertation proposes the constraints and solving path of the financial investment of ethnic high education.The shortage of the dissertation mainly displays in the following aspects. First, the dissertation takes the "enhancing the ethnic population quality skills" as the goal, focuses on "how to improve ethnic financial investment through cultivation ability", trying to use the systematic analysis, but in some extent the structure of the dissertation is incomplete. Second, it does not go far enough to interpret the relevant policies, the part of theoretical analysis still has room for improvement. Third, the system of financial input in western education is relatively perfect, but the special input in ethnic higher education should be strengthened; therefore, the conclusion is explorative and needs the test of practice.
