On Optimizing The Allocation Of College Education Resources & Increasing College-running Economic Benefits

The development of society and economy makes higher education more important than ever before. As a result of this, it has become even more important to increase college-running economic benefits. For a long time we have paid more attention to social effect of higher education, but are short of profound researches on college-running economic benefits both in theory and in practice. The objective of this thesis is therefore to do some researches and analysis on allocation of college education resources and college-running economic benefits.It is pointed out in the thesis that college-running economic benefits are made of two aspects, which are internal benefit and external benefit. Both aspects have positive relations and compose an organic whole. There exists contradiction between quick development of higher education and the lack of education resources. In order to solve this problem, the key point is to optimize the allocation of college-running economic benefits. The allocation of education resources in college is a complicated project, in which the allocation of human resources, material resources and finance resources are three main respects which are inseparable and dialectical. To each college, the allocation of human resource is a key respect which includes establishing an efficient college organization, arranging the staff scientifically and reasonably and having each of them give full play to their potential. The allocation of finance resource is a fundamental respect, and the basic principle of it is to obtain the optimized allocation of finance resources by establishing a functional relation between financial input and education utility, calculating marginal utilities and making each of them equivalent to achieve the maximum value of total utility. The allocation of material resource is also an important respect in which more attention should be paid to the influence of marginal utility and time effect on adding, transferring and making use of material resources.The evaluation indexes of optimized allocations of college education resources are proposed and the quantitative evaluation methods of college-running economic benefits are established in the thesis. The internal and external conditions of obtaining economic benefits of higher education are also discussed.
