| Education is the country’s top priority.It is the top priority for the overall development of our country.In 2006,at the Sixth Plenary Session of the Sixteenth Central committee of the Communist Party of China,the Party Central Committee set the gradual realization of equalization of basic public services as its work goal for the first time,and made equalization of compulsory education an important part.At present,although the nine-year compulsory education has been widely popularized in my country,the level of compulsory education supply varies greatly between different regions,different provinces,and urban and rural areas,and there is still a large gap in achieving distance equalization.How to further improve the level of urban and rural equalization in basic education is a major issue facing local governments.As the cornerstone of educational development,the balanced allocation of compulsory education resources is particularly important to promote the balance of education.In related practices,collectivization school-running model has played a significant role in the balanced allocation of compulsory education resources,and has a certain feasibility and practical promotion.The collectivization school-running arises from the contradiction between the People’s need for fair and high-quality education and the unbalanced development of education.Its emergence has contributed to the rapid expansion of quality educational resources and to the balanced development of compulsory education.As a brand-new school-running mode,many practical explorations in this field have been carried out in China in the past 20 years.But its theoretical framework and supporting system are not perfect.Its own operation and development still have a lot of space for research and promotion.It is of great theoretical and practical significance to promote its further development and to make it play its due role to study the experience in the process of running a school as a group.Based on this background,this article chooses “ promote balanced allocation of the resources of compulsory education by collectivization school-running ”as the research direction.using literature review,statistical analysis and case studies methods to understand the status quo,clarify measures,and summarize results.Through the combination of theoretical research and case studies,the theoretical results of promoting balanced allocation of the resources of Compulsory Education by Collectivization School-running are obtained,and the experience and enlightenment of promoting balanced allocation of the Compulsory Education resources by Collectivization School-running are in the reduced.This paper consists of three parts and seven main chapters:The first chapter is the introduction of this paper.This paper discusses the historical background and the significance of the main research purpose,the relevant literature review,and the research methods used.At the same time,it clearly defines the basic meaning of the relevant concepts and expounds the theoretical significance and practical significance of the research.The second chapter is the research value of promoting balanced allocation of the compulsory education resources by collectivization school-running in Qingyang District First of all,the paper reviews the Implementation process of promoting balanced allocation of the compulsory education resources by collectivization school-running in Qingyang District,expounds the participants and main modes of promoting balanced allocation of the compulsory education resources by collectivization school-running in Qingyang District,and then analyzes the main results of the balanced development of promoting balanced allocation of the compulsory education resources by collectivization school-running in Qingyang District.The third chapter to the fifth chapter,from the “justice and equality "," scale effect "," resource sharing”three aspects,a comprehensive case analysis of promoting balanced allocation of the compulsory education resources by collectivization school-running in Qingyang District.The sixth chapter summarizes the research enlightenment of promoting balanced allocation of the compulsory education resources by collectivization school-running in Qingyang District.The seventh chapter elaborates the conclusion of this paper.This paper takes Qingyang District as an example to analyze,and to improve the regional policy system while implementing national policies,so as to provide reference and inspiration for other regions to promote balanced allocation of the compulsory education resources. |
