The social security idea of human society is of long standing, but actually it occurs only in modern times for the establishment of the large-scale social security system. As a kind of political tool of conciliating class contradiction, the early form of it emerged in Germany. Thereafter, it became a basic economic measure for anti-crisis and adjustment of aggregate demand when the modern social security system was established in the United States. The social security was granted to all citizens as one of the civic rights when People's Republic of China was founded……However, as the sustainment of social development, the social security is applicable to all countries in safeguard.Essentially, social security is a means of government to interfere in the economic affairs and protect the social development from various risks, whereas government has its own limits of power in this field and that could lead to the slump or low efficiency. In addition, social security can not avoid the influence of market so that there could be multifarious market risks to work in the process while it is carried out. From this point, although the establishment of social security is to avoid risks, the parties concerned, including government, enterprises and individuals, all might face the risks that come from the social security system itself. And this has been testified by the history of social security development. So we must keep a clear head and pay attention to the risk factors when we plan to build up our social security system.Since the 1980s, along with the social development, especially with the deepening of the aging in globe, more and more countries begin to innovate the social security system. In our country, because social security is exotic, in order to accelerate our own program we emphasized particularly on the comparison and learning of social security modes in the western nations but failed to give a risk analyses on the different modes. The writing of this paper is concerned on such a background and trying to give a new researchon the existent social security system from the angle of risk analysis and draw a significative conclusion.The contents of this paper could be divided into three parts.Part one: the aging and old age insurance in China. Population is the principal part of social life and the cardinal target of social security. The formation and development of social security are always suitable for the population factors in a special period. Nowadays, the most important reason for reform of social security in so many countries is that the whole world is facing a more and more serious population aging process. In this part, the relationship between the aging and social security, the development process of old age insurance is discussed.Chapter Ⅰ, summary of social security and old age insurance. After studying the different conceptions of social security, this chapter brings forward its own understanding of it and focuses on analyzing the development process of social security system, the status of old age insurance in society system as well.Chapter Ⅱ, the aging process and its influence to social security system. Age structure of population is a basic factor to restrict the formation of old age insurance. The author mainly analyzes the development trend, characters, backgrounds and influences of the aging in China.Chapter Ⅲ, the formation and development of old age insurance in China. On the basis of chapter Ⅱ, this part describes the reform process and achievements of old age insurance in order to provide the background data for the next part.Part two: a risk analysis on the old age insurance in contemporary China. Knowing as a kind of mechanism of detracting risks, the social security system has its own risks. So, the paper is trying to give a risk analysis on the present institution from three aspects, and put forward its conclusion finally.Chapter Ⅳ, risk and risk analysis.
