The fist chapter briefly explains the concepts of competence and teacher competence, the constitution of teacher competence and the practicality and necessity of cultivating teacher competence in order to make clear the social background against which the problems of "the Absence and cultivation of Primary and Secondary Teacher Competence" has been put forward: cultivation teacher competence is the demand of the developing situation, is the higher requirement for the primary and secondary teacher competence in the 21st century, is challenge posed by the age of information and internet to the traditional educational teaching model and by the new talent training model to teacher competence, is a problem commonly paid attention to by the developed countries.The second chapter mostly discusses the problem of the absence of teacher competence among primary and secondary teacher in. contemporary China, and proposes eight sorts of competence that remain to be cultivated: teacher ' s ability to do scientific research in education; teacher ' s ability to innovate in teaching; teacher ' s ability to self-practice ; teacher ' s ability to create the most favorable teaching environment in education; teacher ' s ability to self-retrospect; teacher ' s ability to observe; teacher ' s ability to apply modem educational technology; teacher ' s ability to coordinate. From the basic theories of various abilities, it deals with the significance and channels of the cultivation of competence in order that the problem of teacher competence can be solved in the promoting process of continuing education project for the primary and secondary teachers.The third chapter deals with the problems exsiting in the continuing education of primary and secondary teachers in contemporary china and their cause analysis , the problems existing in the process of cultivating teacher competence at various levels of teacher training schools and their cause analysis , the position and role of the teacher training schools in the 21st -century continuing education , strengthening of the trainers ' ability to perfect and develop themselves, and how developed countries cultivate, improve and perfect teacher competence continuously in their teacher education. The purpose of these expositions is to illustrate the responsibilities and obligations that teacher training schools are supposed to shoulder in cultivating primary and secondary teacher competence and that to strengthen the construction and management of the training bases is an effective way to promote the continuing education project for the primary and secondary teachers.
