In the early1980s, the concept of "Strategic Human Resource Management (SHRM)" was presented in a paper by Devanna——Human Resource Management:a Strategy Concept, symbolizing the birth of SHRM research field. After20years’ improvement, it should be mentioned that the theory of SHRM has been matured by now. But it does not mean that an organization would definitely succeed when it considers its management at the strategic level. There are many reasons among which the most important one lies in the problem appearing in the current human resource management (HRM) or the fact that it does not play the role as it is supposed to.In the report The Economy Based on Knowledge published by Organization for economic cooperation and development (OECD) formed by western countries in the mid-nineties of the last century, the knowledge-based economy was defined as a kind of economy built on the basis of the production, distribution and application of knowledge and information. It should be true that these two decades have witnessed the booming of the theory of SHRM as well as the rapid development of the era of the knowledge-based economy. Then, how to make SHRM adapt to the requirements of the era of knowledge-based economy? And how can we make the best use of SHRM to maximize the realization of the development goal of the organization? These are all the questions deserving persistent study of the related researchers. In the view of this, the thesis focuses on the research-oriented university and discusses the issue of human resource management from a strategic perspective combined with the new age.resource management to illustrate that human resource management is facing challenges, through the analysis of the concept and characteristics of knowledge-based economy and that of human resource management, and the relationships between them. Although, at present, it is comparatively mature for the study of knowledge-based economy and strategic SHRM domestically, the comprehensive study of these two theories in a system is insufficient, so it is hoped this study can provide certain reference values for the future relevant theory studies and practice.This thesis, through posing questions based on the description of knowledge-based economy theories, and the exploration of the affects on human resource management in the SHRM research field, analyzes in details on the challenge and requirement due to the affects. And it also presents the resolves on the system construction, development target and orientation, competition stimulation of the human resource management.
