This paper concentrates on University Teaching Staff Development Policies (UTSDP here after), attempting to delve into the evolution of the leading policy value goals through combing the historical development of UTSDP system thoroughly. From the standpoint of a policy researcher, I utilize the theories and methodologies of policy system analysis to look into the fundamental theoretical problems concerning the leading policy value goal inclusive of the principles, the criteria and the key elements. Based on this investigation, the paper analyzes the problems with which the development of UTSDP confronts and puts forward proposals on policy development.In accordance with R. M. Krone's theories on methodologies of policy system analysis, the research framework is structured correspondingly on three aspects of UTSDP, i.e. Fact Analysis, Value Analysis, and Norm Analysis. Six chapters will fall within the main framework of the paper:In chapter I , while clarifying the reasons for the subject selection, presenting a generalized literature review and defining relevant terms and categories, I, abiding by the relevant sociological theories, define the UTSDP system as one that is basically composed of key elements such as ideological and ethical construction, academic ability construction, management system construction (in a narrow sense), remuneration policy, and then expound on the research paradigm according to the theories of policy system analysis.Chapter II focuses upon the theories of Mao Ze-dong, Deng Xiao-ping and Jiang Ze-min on knowledge and education both characteristic of the time and that can be traced to the same origin. Then based on this, the paper re-visualizes the development process of UTSD (University Teaching Staff Construction) guidelines including social status and roles of the teaching staff, their major responsibilities, principal means and methods of teaching staff construction.Taking a bird's of the entire UTSD, chapter III transcribes the respective policy goals and evolutionary process of four sub-systems of UTSDP system, namely, ideological ethical construction, academic ability construction, management system construction, remuneration policy, in different historical periods. Through the outlining of the policy system development of UTSD, the paper offers answers, on the factual level, to such questions as what policy problems have been solved, what have not yet, and what are to be urgently dealt with.Chapter IV conducts value analysis from three dimensions: the leading policy value goals selection, legitimacy, and their validity. Firstly, Starting from the essential connotations of policy value and legitimacy, the paper researches into the origin andrelevant analytic yardsticks of UTSDP vajue; then, based on this research, the paper analyzes the leading policy value goals selection and the legitimacy basis in different periods of the developmental process of U/TSDP; lastly, on the basis of a good mastery of the connotations of validity, the paper analyzes the roles that all segments of policy-making procedure play in achieving the leading policy value goals, and theinfluences they could bring about.Chapter V conducts norm analysis on the basis of the abstract principles of the leading policy value goals, Set on the basis of policy value analysis, their legitimacy and their validity. Revolving around the leading policy value goals of UTSDP, the key elements in the UTSD development will be analyzed; and in comparison with the key elements of policy development, the problems in UTSDP development of China will also be analyzed.Directed against the existing problems of UTSDP, chapter VI puts forward proposals on policy development arid provides with proofs from aspects such as the systematic procedural basis, the efficacious carrier, the guaranteed conditions for achieving the leading value goals of UTSDP.
