The problem of the teachers' professionalization is one of the hot topics in the study of teachers.After created new schools and issued school system in the Late Qing Dynasty,China started to imitate Japan's way to improve the quality of teaching staff, especially the quality of the teachers in primary schools first.Therefore,the Educational Department of Qing designed a set of systems for teachers qualification and faculty preferrence.It is just 100 anniversaries since the system was established in 1909.Undoutedly it must be very valuable to discuss the development of the system and the practice in the Chinese teachers' professionalization on the occasion.During the period of this century,generally belonged to the stage of customization in the Late Qing and restructure in the Republic of China,the teachers professionalization has been long-term ignored for nearly half a century after the People's Republic of China was founded.So it is said that the preliminary attempt in the teachers' professionalization took place actually in the Late Republic of China.In order to stress the importance,the article focuses on the issues of the elementary school teachers'qualificaton.And the qualification for the elementary school teachers in the Late Republic of China mainly completed the system before the Anti-Japanese War,while continued to impove the system,it had ever been carried out in a large scope during and post the war.Though the performance was much limited,its historical value should not be underestimated.The contemporary teachers'certification examination in China was implemented in 2001 which established according to the Teachers' Law,the Teachers' Certification Regulations and other relevant laws and regulations.As an important part of the qualification system,the teachers' certification system can be regarded as the development of the teachers'qualification system.After implemented for almost 10 years and even made great achievements,there were many unsatisfactories in the certification system.Therefore,tracing the history and summarizing related experiences and lessons will be helpful to improve the current system and deepen the practice.And also infuence the evaluation in this article.Besides the introduction and the summary,the article includes four parts:The first part traces the forming of elementary school teachers' qualification.It is divided into three stages,the promotion before 1909,the designation after 1909 and the restructure afrer 1916,throngh the retrospect of the origin of the primary school teachers' certification,this part answers the question of how it comes. The second part deals with the completion of the the primary school teachers'qualification in the Late Republic of China,focusing on the relevant system construction.This part mainly contains three aspects,the educational backgrounds of the system construction,its completion by the central government and Hubei province,through the introduction in this way,this part tries to answer the question of how to regulate.The third part discusses the perfomance of the system in the Late Republic of China,focusing on the relevant system into practice.It contains three parts,the attemp to implement in advanded province,the implement in Hubei province before and during the war,the implement in Hubei after the war.Through the study,this part tries to answer the question of how to push.The fourth part probes into the evaluation of system and practice of.the elementary school teachers qualification in late Republic of China.Connected with the current teachers certification system,this part analyses the theoretical value of the related system,evaluates objectively the experiences and insufficience during the concrete practice,and puts forward the suggestions based on the analyses to improve the teachers certification to answer the questions of how to evaluate and how should do next.
