Study on the Olympic movement is a significant subject in the field of sport socialscience, especially at present, with the approaching of the 2008 Olympic games; it isbecoming increasingly significant to study on it. The dissertation, by means of suchresearch methods as literatures, comparison, and expert interview, based on thehistory, the theories of organization, organizational change, international relations,and the international regime, explores the change and development of theInternational Olympic Committee (IOC). The conclusions are as follows:The International Olympic Committee is the founding and governing body ofthe Olympic movement, whose change and development plays a deciding rolein the Olympic moment. The perspective on the IOC organizational change, infact, analyzes the overall developmental phase and operational mechanism ofthe Olympic movement from a new point. From the founding of the IOC to JuanAntonio Samaranch 's leaving off his post, the IOC experienced five –phasechange and development. Different change style was reflected in each period.During the survival stage, durative change style was taken on, during thegrowth stage, developmental change style, during the recovering stage,durative change style, during the unbalanced stage, the protean style, andduring the renewal stage, the radical style. Five key factors, objective, guideidea, function, activity contents and basic shape, were around during the wholechange and developmental process.During the change of more than one century, the IOC's guide idea plays adeciding role in the whole process, and its adapted degree to the outerenvironment is the key for the IOC to enter the different stage. Meanwhile, itschange has a direct effect on the other factors. The main changing factors areindependence, elitism, sexism, classism, and amateurism.The IOC's objectives didn't change dramatically during the former four stages.In the fifth stage, however, radical change happened: the Olympic movement isrelated to sports, and plays an important role in education, society, and culture.such changes had active effects on the function and activity of the IOC.In the inner Olympic movement, the IOC's function changed from all-roundfunctions to the leading and coordinated function united the International 2北京体育大学博士学位(毕业)论文Federations and the National Olympic Committees, and then from separationamong them to reunion again. In the outer Olympic movement, from the fourthstage, especially from the fifth stage, the IOC's function extended somewhat.The IOC played not only a leading role in the international sports field, but anactive role in the whole international society.The IOC's activity contents were closely rounded the change of the guide ideaand objective in the former four phases. From the fifth phase, its scopeextended worldwide. The IOC conducted abundant educational, social, culturalactivities besides the Olympic games.The changes of the IOC's basic shape indicate that the growth itself. (1)Itsfundamental charter Olympic Charter was revised many times in the processof change with the constitutional function.(2)the election and legibility of theIOC's members changed a lot, the principle of "delegation in reverse" ,however,didn't change.(3)its organizational structure changed beginning with thesecond phase, in the fifth phase, it changed dramatically. Compared with theother factors, the change of its organizational structure was lag behind. (4) inthe four former phases, the main financial recourses depended on donation,therefore, its financial condition is uptight, even financial crisis. From the fifthphase, the IOC introduced market mechanism in the Olympic movement, andadopted various fund-raising. Consequently, IOC gained the financialindependence.
