As a developing country, how to conducts big educational system under the limitedfinance resource is the hugest problem in nowadays in the main land of China, which directlybrings the deep conflicts between educational needs and facilities provided and causesexam-orientated education philosophy in primary schools and middle schools. Further more,what makes deeper issue is far under full uses, even seriously waste of those educationalfacilities provided, which actually cannot reach to school needs from the view of whole nation.Because of the complex of geographical and historical reasons, there is inequality in thesocial-economic development in different areas in China, especially shows off between ruraland urban areas, following up with different paces in educational system since educationalresources are strongly based on the financial power. This issue is definitely going to sharpenthe developing gap between east China and west China, which will brings to injustice ofsociety and holds back the process of modernism we are working on today. That is theobstacle related to both, education and economic. In author's opinion, all these issues are about how to effectively distribute and allocatemost educational resources. In fact, there is still much work we can do to promote the currentsituation since seems it takes more time to improve financial investment. Therefore, what weshould focus on is how to effetely distribute and fully make use of all the educationalresources by all means we can to reach the individual need and social requirement. Educational resource allocation, as a form of educational arrangement, not only involveseducational economics, educational politics, educational law and cultural stuff related in manyways. That is why we have to analyze it from different views since each has own concernsand disciplines. This research substitutes educational element from educational resource, which means to showoff the function of resource. It makes the micro-study that scatters in the educational elements beintegrated at macro-level. From solving issue with educational resource allocation, with the insightof basic educational theories--- dialectical relationship among education, individual developmentand social growth, make the clue of this research. It breaks through the duality research paradigms between education and economy. It beginswith the reality of educational reform within main land of China and abroad. It absorbs theachievements in economy, politics and law areas. It addresses the pedagogy meaning in theallocation of educational resources, that is, education serves individual's development. Based on theabove, it puts forward the education standpoints and perspectives in educational resourcesallocation. The dissertation consists of four parts. In the introduction, it starts with the contradictions and puzzles in Chinese educationdevelopment. It poses that the root of the conflicts is from the misallocation of educationalresource. It takes the problem of educational resource allocation as research subject, followingwith thoughts and research methods of the whole paper. Charter â… , it reviews and rethinks the proceeding research results in educational resourceallocation in past years. It reveals the research blind spots and mistakes and establishes thestudy entry. There is a duality thinking style in former studies of educational resourceallocation. Educational economy is confined by economic paradigms and pays too muchattention on the economic problems in education in the studies of educational resourceallocation. While pedagogy indulges in the final pursuing of education ideal and intensehumanistic care, it is disgusted with education industrialization. This kind of absolutelyopposite isn't beneficial to the development of pedagogy itself and it is still unhelpful toresolve the real problems in educational resource allocation.
