With the development of the times, S&T innovation and human resources has become a necessary condition for social development. Therefore, in order to support the transformation of national economic and promote the combination of industry-university-research, it urgently needs to speed up the aggregation of scientific and technological resources and innovation force, and change the higher education philosophy and personnel cultivation pattern. Transfer Institutions are many important source of innovation of science and technology industry, as the special production technology resources in China. Make full use of the combination of S&T productivity and human resources are necessary.This paper based on the colleges and universities that from central government ministries transfer to local government. Especially focus on the18universities of Liaoning as the main object of study. Collecting the relevant information and applying game theory, information economics, management science and other theory to research. Finally, provides the reference for the sustainable development of transfer colleges of Liaoning.First, this article makes the establishment of science and technology resource allocation evaluation index system of university in Liaoning, then evaluates from two aspects of both efficiency and return scale of science and technology resource allocation by using DLA model. Hence, provide the basis for realizing the optimal science and technology resources allocation of transfer institutions in Liaoning.Secondly, focuses on the analysis of the operation configuration mechanism and the mode of technological resources optimization of universities in Liaoning, Explores the operation mechanism for the coordinated and healthy development of the entire system, and makes clear of position and function of each subject from universities, local government and enterprises. At the same time distinguish the relationship between the cooperative innovation and other subjects by using game model. These will play an important role in promoting scientific and technological innovation ability and strengthening the allocation efficiency of the universities resources.Finally, puts forward to the realization route to optimize resource allocation from the two aspects of the external environment and internal operation mechanism according to this research. At last, proposes some effective countermeasures and suggestions to optimize disposition of transfer institutions science and technology resource allocation in Liaoning.
