Population Development Strategy (PDS), embodying and serving for social-economic strategy and its objectives, is designed to enhance harmonic coordination between population and resources, environment, economy and society, and promote their flexibility to future situation. Population Development Strategy is more important in metropolitan areas for such factors such competing municipal power, regional integration, economic globalization as well as restrictions from planning theories and stratified demanding, etc. Now Shanghai Metropolitan Area has witnessed increasing economic integration within which population played activist role. Undoubtedly, Lack of development strategy and proper measures including precautionary system would have negative consequences in terms of its overall development.Based on the fact that metropolitan areas and their population expand rapidly in China, this paper incorporates knowledge from various disciplines including strategic decision-making and strategy management, and employs coupling research methodology to examine theories and applications of metropolitan area's population development strategy. The research procedure and findings are put down as follows.First, this paper has a wide review over relevant literatures, and introduces theories of population and regional sustainable development in metropolitan areas to explain population development strategy's important connections with overall social-economic development strategy. Aimed at consolidating adaptability between population development and Shanghai Metropolitan Area social-economic strategy, the study conceptualizes Population Development Strategy and puts forward a research model integrating strategic planning principles, methods and interactions between population and metropolitan area economy.Secondly, this paper takes an investigation in strategic management perspective over the population development experience in the five biggest metropolitan areas centered by New York, Tokyo, London and Paris and takes lessons from their demographic characteristics in various development stages to inspire new thoughts about population development and its strategy in Shanghai Metropolitan Area.Then, the research goes into the case of Shanghai Metropolitan Area in respect of its past and present population with particular inspection of its features and mechanism of population changes and inherent relationship with, industrialization,informationism, internationalization and their interactive trend. This part also includes a regression and correlation analysis of population's historic role during these procedures.Furthermore, this paper establishes a population forecasting model geared to Shanghai Metropolitan Area's population development in a context with several influencing variables which are also explored within the study. According to 2001-2020 population forecast carried out in this research, further exploration is taken into population development features and possible problems in the future in Shanghai Metropolitan Area.Last but not least, this research suggests a strategy type, strategic highlights and correspondent tactics for Shanghai Metropolitan Area population development guided by the principle of 'harmonic development of population, economy, resources and environment'.In conclusion this paper, referring to experience of other metropolitan areas' population development both in China and other countries, analyzes several fundamental issues related to metropolitan area population development and establishes PDS objective model and implementation tactics.
