The establishment of the Earliest Modern Government Schools in China is taken as the beginning of education modernization in early period, which the key idea "Absorbing Western Technology on the Basis of the Chinese Traditional System" ran through. In this dissertation, the author explores the position and function in education modernization in early period by a historical survey on the Earliest Modern Government Schools in China.The author thinks that the Earliest Modern Government Schllos in China is the first step from the traditional education to Modern education, the idea "Absorbing Western Technology on the Basis of the Chinese Traditional System" is ultimate guide to the Earliest Modern Government Schools in China. And the contradiction between "Western Technology" and "Chinese Traditional System " is the basic one restricting the development of the Earliest Modern Government Schools. The contradiction goes through the entire developing process of the Earliest Modern Government Schools, which controls their developing manner and way and dominates the existing manner of their various constructing elements. It is this basic contradiction that leads the Chinese traditional education to modernization eventually and restricts the progress of the Chinese education modernization as well.Firstly, social and historical backgrounds under which appeared the Earliest Modern Government Schools are analyzed. According to the analysis, the Earliest Modern Government Schools are resulted from the forced adapt under the inner crisis of the decay politics, weak economy, autocratic culture and poor education as well as the exterior impact from the western empires. Their growth is lack of necessary cultural ground for education modernization.Then, the developing process and modern feature of the various elements of the Earliest Modern Government Schools are analyzed. The author thinks the development process for the Earliest Modern Government Schools just is the contradiction movement process between "Western Technology" and "Chinese Traditional System ". The process of Earliest Modern Government Schools experienced four stages, that is, west language study and the forced starting of the schools; the active seeking for western technology and definiting the idea of "Absorbing Western Technology on the Basis of the Chinese Traditional System" as guide to run the schools; the decision for "Trying to be Stronger" and the development of military technology schools and military schools; the decision for "Trying to be wealthy" and the development of professional schools. The study shows that during the development of the Earliest Modern Government Schools, their educational function kept enriching and their various basic elements began to tend towards modern education. The modern feature of these basic elements presents as follows: the goal for talent training changed gradually from traditional single moral standard to double standards consisting of moral and technology; The teaching contents changed gradually from traditional single RuXue courses to courses as technique and natural science; The role of teachers changed gradually from traditional feudalist scholar to specialist. Teaching organization and teaching means changed gradually to the modern ways. Some modern school management system was introduced, etc. Though totally summing up the modern feature, the author points out that the modernization is limited.In this dissertation, the author mainly discusses the status and function of the Earliest Modern Government Schools in the process of early education modernization in China, which significantly display as follows: the Earliest Modern Government Schools in Chins are adaptive and motive to the Chinese industry modernization process; They bear the historic mission as carrying out science and technology education and training talents in science and technology; They experience the earliest explore of cultural combination between China and western countries both in theory and practice in modern time...
