Research On The Evaluation And Promotion Path Of The Modernization Of Higher Education In Western China

The modernization of higher education in western China is an important part of social modernization in western China.Under the support of the western development strategy and a series of supporting policies,universities in the western region have been expanding their educational scale,improving their educational quality and greatly enhancing their social service capabilities,providing a strong impetus for the modernization of higher education."China’s Education Modernization 2035" clearly stated that the overall realization of education modernization by 2035,drawing a grand blueprint for the realization of education modernization in China.However,by location,talents,resources,and many other factors,the influence of western and eastern development of higher education gap is still large,compared with the east,the central region,the most provinces of western region development of higher education modernization level is relatively low,unbalanced development of higher education in the area of insufficient phenomenon is more prominent.Under the background of the new round of western development and the rapid advancement of social modernization in western China,it has become a hot and difficult problem to evaluate the development level of higher education modernization in western China,find out the problems existing in the development process and put forward the corresponding path selection.Based on the systematic education modernization on the basis of related literature,defines the connotation of higher education modernization,constituent elements and basic characteristics,and the integrated use of the methods of statistical analysis and comparative study,12 provinces in west area of ordinary colleges and universities as the research object,the theoretical analysis and the modernization of Chinese education 2035 based on the analysis of the policy goals,This paper constructs the evaluation index system of modernization of higher education from five dimensions: high quality of higher education,fairness of higher education,higher education serving society,higher education internationalization and higher education informatization,including 5 first-level indexes,11 second-level indexes and 24 third-level indexes.Secondly,on the basis of the system to collect relevant data,using principal component analysis,comprehensive evaluation of the development of higher education modernization level,transverse comparison and analysis in the western region and the eastern,central and national average level of development of higher education modernization,longitudinal comparative analysis in the western region from 2012 to 2020 the province of the development of higher education modernization;In addition,cluster analysis is used to classify the development level of higher education modernization in western China,and the development status of higher education modernization in western China is described comprehensively through horizontal and vertical evaluation.The results show that the modernization level of higher education in western China is improving year by year,and the modernization index of higher education in all provinces(cities,districts)is increasing,and the economic development of western China is significantly correlated with the modernization level of higher education.Based on the regional cluster analysis,the development level of higher education modernization in western China is divided into three categories: first,Sichuan,Shaanxi and Chongqing are "advanced";second,Guizhou,Yunnan,Gansu,Xinjiang,Inner Mongolia and Guangxi are "general";third,Tibet,Qinghai and Ningxia are "backward".However,from the overall situation of the modernization of national higher education,there is still a big gap between the development level of higher education in western China and the requirements of national strategy.The modernization of higher education in different provinces in western China also presents an unbalanced state.Specifically,the modernization of higher education in western China lags far behind that in eastern China.The development level of higher education modernization varies greatly among provinces in western China,and the gap is widening,and the imbalance of development is increasingly prominent.The coordination between the modernization level of higher education and the level of economic development is poor.The level of fairness in higher education is not high.Based on the above problems and through systematic analysis,this paper holds that the main factors restricting the modernization development of higher education in western China are as follows: First,the deep-rooted "western consciousness" hindering innovation and reform;second,the relatively backward economic development in western China leads to a serious shortage of educational investment;third,the characteristic disciplines and research fields have not formed cluster advantages;fourth,the distribution of high-quality resources of higher education in different regions is unbalanced.And then put forward the overall development path to improve the development level of higher education modernization in western China: first,set up the concept of modernization education;Second,increase educational input to consolidate the foundation of higher education development in western China;The third is to condense the discipline characteristics and excavate the discipline competitiveness with the characteristics of the western region;Fourthly,give full play to regional comparative advantages and optimize the allocation of higher education resources.And in view of the advanced,general type and backward type three development types,put forward to play a role of "leader",build the western region "growth pole" of higher education modernization,foster characteristic disciplines and research areas,strive to improve the quality of school-running,expand sources of funds,adhere to the priority to the development of education and to promote the western region of advancing the path of the development of higher education modernization.
