The quality of teacher education not only directly relates to the success of a country’s education development, but also affects the country’s future and destiny. Entering the new century, the teacher education has become the hotspot of the education reforms of different countries in the world. Russia, whose teacher education is unique in the world history, has the tradition of attaching great importance to the development of teacher education. Russia’s teacher education has prepared a large pool of high qualified teachers, which guarantees the virtuous cycle of teaching workforce of national education system and ensures the level of education positioning the top in the world.After independence, Russia carried out a great innovation in teacher education which mainly embodied in the introduction of teacher education policy. The research longitudinally combs the history of Russia’ teacher education policy and inspects a horizontal study of the background at home and abroad. In addition, the research explores the historic trend and realistic basis of teacher education policy. Through the speculation and analysis of the policy, the writer digs into the effectiveness of implementation of the policy and their problems. Thus, basing the analysis, the study summarizes the experience of the development of Russia’s teacher education policy and comes up with the enlightenments for our country which providing references to enacting scientific teacher policy and improving the quality of teaching workforce.This study is mainly composed of six parts. The introduction part mainly explains the research questions, research status, research methods and ideas, and the significance of the study. In the first, it vertically combs the historical evolution of teacher education policy in Russia and then grasps the historical trend of the teacher education policy. The second part of the study seeks for the realistic basis of change of the teacher education policy by laterally inspecting the Russia’s domestic and international background. The third part investigates and analyses the teacher policy in teacher preparation and induction. The fourth part explores the implementation of the effect as well as the problems of the Russian teacher education policy. In the fifth part, basing on the examination and analysis of the education policy of the Russian teachers, it concludes the experience and enlightenments. These enlightenments include the following:the stability of a nation and society is key to effectiveness of the implementation of teacher education policy; priority to the development of teacher education policy is the safeguard of the teacher education reform; the strategic transformation of teacher education is the future trend of the teacher education policy; and the resource integration of the teacher education is the need for improving the level of teacher preparation.
