This dissertation focuses on the construction of modern school institutions in the perspective of school functions. The paper holds that the slack of school institution adjustment and the relative backward state of institution construction in China's current social transformation period are the main reasons leading to the present functional deviations of schools. Therefore, in order to guarantee the desirable school functions, to promote the school development and to reconstruct school spirits, we should eradicate the unreasonable factors in current institutions and build modern school institutions. An effective construction of school systems demands the prerequisites to emphasize the proper role of school functions in the modern school system construction and to stress schools' characteristics and development laws.The author maintains that the basic school functions and the fundamental presentation of schools' spirits are to education and cultivate humans, with which as the base realizing schools' aim to develop human and society. In modern society, the epoch features of globalization, information and acquisition orientations have put forward new requests and definition to the above mentioned basic school functions. Modern schools are expected to cultivate both national spirit and international spirit of students, train their ability to obtain information as well as to study. Modern schools should carry out education concerning international understanding, peace and development, environmental protection so as to grant the students solid knowledge foundations, strong ability of social development, wide international horizons, and keen spirits of cooperation. Cultivated according to this approach, students will turn out enthusiastic and caring, understanding and respecting, creative and acquisitive.Modern school institutions should have the characteristics of modernization, school orientation, and institution orientation. Modernization means the system should pursue to represent the spirits of modern society of being scientific, democratic, humanistic, just, and universally applicable. The nature of school orientation means that the system should seek and safeguard the realization of schools' basic functions, the manifestation of schools' spirit. The institutions should fundamentally aim at educating and cultivating human; accordingly, any regulations and policies made should be beneficial to this aim and to the full manifestation of school functions. Institution orientation demands that modern school institutions should have the inherent attributes of any institutions, namely effectiveness and feasibility. Such a definition is to enhance the design and practice of the institutions and their promotion effect on school development and its functions.In the process of system construction, although institution design and arrangement are important, effective implementation of the system is more realistically significant and constructive. No matter how advanced and reasonable a systematic arrangement is, if it can not be put to use or can not work well, the actual effect is questionable. Therefore, enforcing the study of its implementation and running, emphasizing the implementation, and constructing positive contexts for the implementation should be an integral part and important content of the research on modern school institutions.
