The system of Teaching and Research is the unique educational system in the history of educational growth in China,which has played a vital role in guaranteeing education quality and promoting curriculum reform in primary and secondary schools since its establishment.The functions of Teaching and Research Institutions are directly related to the content and manner of teaching and research,as well as results and quality of teaching and research.However,there are still some deficiencies in the study on the functions of Teaching and Research Institutions in China and the conclusions lack generalizability.In order to deepen the results,improve the quality of Curriculum Reform and clarify the development direction and content of the teaching-research under the background of Curriculum Reform,it is necessary to study on the function of Teaching and Research Institutions in China,especially for the counties and districts which focused on teaching practice directly.This paper adopts the case study method to study on the functions of Teaching and Research Institutions of counties and districts under the background of Curriculum Reform.This paper firstly provides a theoretical basis through the evolution of the functions of Teaching and Research Institutions,the basis of establishment and the influencing factors.In field investigation,this study collects policies text and semi-structured interview of case objects,and focuses on the regulation functions and reality functions,to present the county and district teaching-research staffs' specific practices in the teaching research,directing,managing,serving,and other functions under the background of Curriculum Reform.This paper also analyzes the influencing factors from four aspects,including the policies,administrative department of education,Teaching and Research Institution itself and schools.This study chooses two Teaching and Research Institutions of county and district in Taiyuan,Shanxi Province as objects,interviewing two directors and twelve researchers.Through the analysis of literature and interview data,this study gets several conclusions: Firstly,there are differences between regulation functions and reality functions of Teaching and Research Institutions,with more extension functions and less researching and directing functions.Secondly,directing is the most important function for Teaching and Research Institutions of county and district.Thirdly,training teachers is the crucial manner to realize the function.Fourthly,the Curriculum Reform is the decisive factor of changing.Finally,policy is the main factor that influences the function of teaching and research.After analysis and conclusions,this study attempts to make several specific suggestions to promote the functions of the county and district Teaching and Research Institutions.To clarify the functions of three-level Teaching and Research Institutions,Ministry of Education should introduce the policy documents for the standardization of teaching and research functions.Teaching and Research Institutions of county and district need to strengthen the researching function,pay more attention and support to the rural teaching and research strength,and develop their own professional construction.
