| With industry developing and scale expanding, High educational industry is inevitable to face up to the fund lacking, especially under the circumstance that the public finance cannot afford to back it. In market economy, The first thing for high educational industry growing rapidly and lasting is on how to get continuous and plenteous fund. According to the modem industrial financing and investing theory ,there are two clues to explore the way for high educational industry financing and investing. One way is to pay more attention to the institutional and conditional prescription changing on financing and investing body who has changed by the high educational system reform., another way is to focus on the technological economics analysis when the high educational system is given.In my doctorial degree paper ,I have made a systemic study for the channel ,measure and technology of the high educational industry financing and investing followed by the second way. However, it is nothing more than to reform the high educational system for the high educational industry fund-lacking, which is not only a measure, a technology problem but also a institutional problem .In my opinion, it is a crucial solution to rebuild financing and investing mechanism for high educational industry , firstly to rebuild financing and investing body ,secondly to rebuild financing and investing circumstance, and thirdly to improve financing and investing technology and measure. So, this research paper focuses mainly on the system of high educational property right changing and reforming, and especially on the influence of the market mechanism which was introduced into high educational industry financing and investing with the exception of specific financing and investing technology and measure.This research paper is divided into three parts consisted of 12 chapters.Chapter 1 is an introduction for original thought , writing purpose, research object as well as research measure and value. After generalizing present research situation and the theory evaluation in brief, the author points out which topic needs to explore further, and lay out the obstacles and difficulties which would be faced in the study .Then the development and the innovation would be put forth through research working. Finally, the author introduces the research content, frame and main points of the paper.Part one studied on the property right of the high education which consisted of chapter 2, 3, 4and 5.Giving an analysis of the property right changing and reforming for high educational industry as the jumping-off place, and pay more attention to some specific topics for establishing modem property right system of high educational industry, such as property right clearing, flowing and entrusting. The conclusion would be a foundation to settle the body and the circumstance of high educational industry financing and investing.Part two focused on the economic regulation for the high education which included chapter 6, 7, 8 and 9.High education industry justly falls into the regulation range.It is more important for us to study the regulation about the high educational industry that would be available for guiding and making a criterion for it. Here the author analyzed systematically and deeply the nature of economic regulation, market admission and pricing regulation for high educational industry.Part three comprised chapter 10, 11 and 12. In this part, the author analyzes the measure on the high educational industry financing and investing based on the technological economics. Chapter 10 discusses the comparative schemes , the evaluated amount as well as the reclaim ratio and period of investmentfor the high educational industry firstly from the static perspective. Then added time factor in, chapter 11 introduced how to calculate the interest rate of the investment for high educational industry . and chapter 12 analyzed some details about the high educational industry financing and investing with technological economics from the dynamic perspective.
