With the background of the policy of constructing "the Harmonious Society" and "People Oriented" proposed by Chinese government, it is important for government, higher education institutions take an active attitude to explore a new human resources management model with the combination of "efficiency" and "people-oriented". This research starts solution approach on this problem with the purpose of perfectly combining the "efficiency" with "people-oriented" in the human resources management in higher education institution.The structure of this paper consists of three parts in addition to an introduction. The first part comprises Chapter Two, Three and Four, which are the theoretical support of this research focusing on basic principle of human resource management. The second part comprises Chapter Five, Six, focusing on the model and methodology of human resources management. The third part is a demonstration case.Chapter One mainly clarifies the reason of the research, defines related concepts and presents the topic, methodology and logic structure of the research. The innovational features of this research are described in this chapter too.Chapter Two mainly focuses on the problems confronting to the human resource management. The basic contents are conceptually defined and the features are summarized. Analysis is carried out to penetrate the deeper reasons.Chapter Three lays stress on the management theory of "people-oriented", which is presented to be a historical category. The logic start, theoretical connotation and immanent logic of it are fully clarified. Moreover, it is indicated that the theory of "people-oriented" is the essence and core of the scientific development outlook as well as a new concept of higher education.Chapter Four focuses on the efficiency priority management value.
