Primary education is an important part of the fundamental education in China.Besides,primary education also has the responsibility of fulfilling the task of training talents.To improve the quality of national overall education,we must pay attention to primary education.It is a common sense that education is a fundamental task crucial for generations to come while teacher is the most important part in education.Therefore,teacher management is one of the constituent elements of education management.That is to say,the level of teacher management in a primary school directly reflects and determines the overall level of schooling.It is fair to say that the key of the improvement of the teaching quality is the effective management of teachers,which can also promote the healthy development of the cause of education.In January 2018,the State Council promulgated <the Opinions on Comprehensively Deepening the Reform of the Teaching Staff in the New Era(hereinafter referred to as the "Opinions")>.This "Opinions" have made top-level design for the construction of the teaching staff in the new era and brought teachers to an unprecedented height.What's more,the "Opinions" mentioned that we must build a modern school system,highlight the dominant position of teachers,and give full play to the role of teachers in running schools.This series of policies reflects the new requirements for people-oriented teacher management in the new era.In this study,the X elementary school in Nanchong was used as a case.The purpose of this work is to investigates and analyzes the current situation of the management of teacher by questionnaire survey,interview,and theoretical analysis which based on the theoretical of the connotation,features,meanings of teacher-oriented management.In summary,as an ordinary township elementary school,X Primary School has developed rapidly in recent years.It is the fact that The hardware facilities of the school have been improved,and the schooling level has been greatly improved.However,there are some problems in teacher management that have adversely affected the development of the school.The problems including the managerial awareness of managers is weak;the overall level of management is low;the fairness of teacher promotion is insufficient;the management system of teachers is rigid and lacks humanistic care;the salary and welfare is lower than the expected level of teachers;the teacher evaluation management is unscientific;the teacher professional development is poor;Burnout,and neglecting the use of incentives,and so on.This essay will discuss the relevant strategies for improving the management ofX-elementary people-oriented teachers from five perspectives.Firstly,strengthen management awareness of managers and improve the overall quality of managers.Primary school administrators should respect the main position of teachers and form a good personality charm.Besides,they should also improve their comprehensive ability;grasp the professional characteristics and psychological needs of primary school teachers.Secondly,perfecting the people-oriented management system and highlights humanistic care.That is to say,it is necessary for primary school administrators to care for teachers,meet the reasonable needs of teachers,create a harmonious management atmosphere for interpersonal relationships,and improve school democratic participation and supervision systems.Thirdly,implementing the open and transparent democratic management to stimulates teachers' subjective initiative.Specifically,Primary school administrators should guide teachers to actively participate in school management;create a democratized management atmosphere,and give full play to the role of teachers' conference.Fourth,establishing a people-oriented teacher development and evaluation system to promote teacher professional growth.It means that managers need to guide teachers to engage in lifelong learning and mutual aid research;build a diverse teacher evaluation system,and optimize the training system.Fifth,attach importance to the use of incentives and build a people-oriented campus culture.It is necessary for primary school administrators to combine material incentives and spiritual incentives;implement diverse incentive methods;actively create a teacher-centered humanistic environment;and strive to establish a good school atmosphere.
