Educational resources integration is issued according to the present situation and question of the industrial city education in Heilongjiang province. Particularly in the background of implementing national macro-development strategies, building a harmonious socialist society and implementing scientific development concept and constructing saving social, making to live the save quantity of the existing educational resources, exerting the maximum efficiency of existing educational resources,promoting the balanced development of education through educational resources integration. It is not only an important duty to all levels governments, but also a new topic to all levels government.Since educational resources integration is a new topic,it needs the support from the relevant theories to build a new theoretical framework. This paper researchs educational resources integration according to human capital theory, scale economics theory and education economics theory.Educational resources integration is issued according to the present situation and question of the industrial city education in Heilongjiang province, analysing the causes and the complexity of the issues, both for historical reasons, there is practical reasons,too. In the history of education in Heilongjiang province industrial city, education has played an important role, but from planned economy into a market economy, more and more the current education limitation are exposed. Institutional,it is difficult to co-ordinate and coordination; more difficult to build scale economics in school size; it is difficult to avoid idle and waste in the resources use; it is difficult to achieve balanced development in educational development. Education injustice isn't been resolved, making it difficult to build a harmonious society.Educational resources integration is both a practical and a theoretical issue. It is not only to understand the meaning and significance, but also to master the elements and characteristics of educational resources, and so establishing the principle and content of educational resources integration.
