Research On The Integration Of Higher Educational Resources In Heilongjiang Province

The problem of higher educational resources is always one of the premier problems that need to study when the higher education is developing in Heilongjiang province. The quantities of higher educational resources in Heilongjiang province are lacking and the utilization ratio is very low. The higher educational resources are short of actively effective integration and do not form an advantage as a group. The development of higher education in Heilongjiang province is extremely impeded. Therefore, it is necessary to go deep into the problem of higher educational resources' integration in order to accelerate the development of higher education in Heilongjiang province.This article analyzes the background of the research to the integration of higher educational resources in Heilongjiang province and the current studying situation at home and abroad. These are the research starting point of this article. It combs the relevant theories about the integration of higher educational resources, which form the theoretical frame of this article. Then according to the ideas of the experts, this article has built an evaluating indexes system for the research of higher educational resource integrating in Heilongjiang province. And adopting the evaluating method of DEA, it sets up the model of BC~2 and the model of C~2R to evaluate the integration of higher educational resources in Heilongjiang province crosswise. In additional, it evaluates the technical validity and the scale validity of the higher educational resources integrating respectively from the vertical and the transverse direction. The concrete analysis and evaluation include: the evaluation in the vertical direction to the integration of higher educational resources from 1995 to 2004 in Heilongjiang province; the clustering analysis and evaluation in the transverse direction to the integration of higher educational resources from 1998 to 2004 in 31 provinces (municipalities directly under the Central Government, autonomous regions) of our country and to the integration of higher educational resources in the cities of colleges and universities' location of Heilongjiang province in 2004.At last, this article analyzes the existing problems of higher educational resources' integrating in Heilongjiang province according to the result of evaluation and put forward to the countermeasures and suggestions to the integration of higher educational resources in Heilongjiang province: increasing the quantities of higher educational resources to make up the shortage of higher educational resources, at the same time revitalizing the resource stock of higher education, improving the availability of higher educational resources and optimizing the allocation of resources, in order to make up the unbalance of higher educational input and output and to realize the sustainable development of higher education and economy in Heilongjiang province.
