The Strategic Choice For The Transformation From Independent College Into Applied Technology University

The number of graduates from higher education climbing year by year, the problem of obtaining employment, especially for college graduates, has been increasingly serious during recent years. Compared with the blowout type of growth in college graduates, however, a great many enterprises report skills and talent shortage in job market, indicating that the supplies of graduates from college have divorced from the demands of talents from society. This strong contrast represents contradiction between the supplies and demands of talents nowadays. The current unreasonable higher education system accounts for the structural unemployment of college graduates, thus adjusting the present system is looming ahead. Independent college, a new model of running a school using non-government funds in the process of the development of the popularization of higher education in the late 1990 s. Not only does the development of independent college provide medium and small enterprises with a great number of talents they need, but also it makes contribution to driving the adjustment and promotion of industrial structure, establishing the new system of modern industry, and the innovation of scientific research. The government upholds the historical contribution of independent college, and in the meanwhile, it claims the suggestion “Normalized administration, Scientific development, Original promotion” as well. Consequently, it’s an inevitable choice to adapt to economic transition, find the position the independent college deserves in the relocation process of higher education system, and make clear the orientation of the development. Combining the needs of talents from current economic society in our country with employment situation of college graduates, this article starts from the problem existing in the process of the development of independent college of our country, pointing out that the independent college’s transformation to university of applied science is not only the realistic choice of its self-development, but also the key to serve the development of national economy. Combining the inspirations worth learning, which are summed up through the analysis of higher education and structure regulation of four European developed countries(Switzerland, Finland, Germany, and Holland) with the case study of transformation circumstance of Y College, this article finally offers a policy suggestion on the transformation and development of independent college.
