The competition in modern economy mainly depends on industries, which ultimately be decided by qualified personnel. It will form high level industries with high-quality talent. Therefore, the economy development basing on industrial advancement, fundamentally be reflected by the exploration on and utilization of human resources. Industries are the outcomes of labor division, which swift with social productivity, and industrial developing has its regular pattern. The adjustment of industrial structure is the main content of economic adjustments, and leading industry is the main components part in regional economy, which represents the direction of industry development. Reviewing the history of economy development, generally industries take the leading position in turn. The substitution promotes economy development.It is well known that a given industry structure demands corresponding labor structure to match with. The studies before believe that labor resource distribution subordinates industrial structure development. They main focus on the changes of labor quantity, while ignore the differences on labor quality. In the context of economy globalization, science and technology, knowledge, human resources, labor quality become the key of economy and industry competition. Industry development needs corresponding human resources, which means that high level industry demands high quality labor. But it is difficult to summarize the advances labor quality in that the technique, physical strength, intelligence, productivity and the value produced have increased so much. In the dissertation, we use labor development substitutes the labor quality and human resources increase.From the respect of labor force development, combined with the thought of "People first" and "People take the initiative for self-disciplining and excellent service", the dissertation tries to analyze the trend of industrial structure change and to decide which industry should be chosen as leading industry. This will promote economy development effectively and steady.The dissertation can be divided into seven parts including the introduction and the conclusion. The main content compose of parts from Chapter One to Chapter Five, which is about the industry developing process, the regular patternof industry structure development, industry readjustment, labor division theories, labor force development theories and the theories of leading industrial selection. Directed by Orient management theories, industry development is studied from the respects of labor division, labor force development and the theory of leading industry selection. Then, we try to set up the model of industry structure adjustment and leading industry selection.According to the phenomenon and characters of world industrial economy development, the part of introduction puts forward the questions on industry development, industry structure, leading industry selection and labor force development, which gives the research directions. Then, we give the frame, the path of thought, techniques and main innovations of the research briefly. The related conceptions and contents are defined, following which we gives a review on related literary.From the view of history, chapter one analyzes the process of industry development, including stages experienced and the current situation, trends of industry development. Then, we study the law and trend of industry developing from both quantity and quality changes in detail. The main characters and the trends of world industry structure adjustments are summarized. We also analyzed the changes in domestic industry structure using data statistics method, in order to find the reasons of and factors influencing industry structure development.In chapter two, we review the labor division theory and labor specialization theory of Neo-classical economics. Then, the relation between labor division and industry structure development are discussed, as well as relations among labor division, labor force development and industry.Chapter three discussed the theories of labor force development using the labor value theory, which augments the meaning and its extension of labor force. Then we can know well the effects that labor force development will have on industry development.Chapter four mainly analyzed the conception of leading industry, its advancing characters, the relation between leading industry and pillar industry, as well as the relation between leading industry and industry structure. We also summarized the rule of leading industry selection. On the above analysis, the relation between leading industry selection and labor force development is discussed in detail, which gives the start point and base of leading industry selection.Chapter five sets up model to analyzed the mathematical relation between industry development and labor force. Furthermore, we examine the relation between labor force development and industry structure using domestic data. According evidences of the above work, we give the method of leading industry selection.Directed by "the Three-Services-thought" of the oriental management theories, Chapter six explores new economy development theories as well as industry development strategy, basing on the inter-action between labor and consumers, labor and enterprises, labor and industry.Final, we summarized the contents of the work and concluded main findings of the study.
