The prominent characteristic of the world education development at present is thinking highly of improving and promoting education quality by consummating education evaluation system. Although our education for ethnic minorities has made headway prominently, it still needs to change increasing number to improve education quality to cater for constructing a harmonious society. In practice, the evaluation of education for ethnic minorities continues to use the main cultural evaluation model since it developed late; in theory, the study of the evaluation of for ethnic minorities is weak, deep and special discussion is almost a blank page. This article tends to explore education evaluation to promote education quality based on the harmonious culture theory and belief through the aspect of multicultural diversity. Apparently such a study possesses a unique learning significance and is needed by the reality. It will be of important practical and theoretical value.The holistic approach uses cross- field study strategy, especially using the theory and means of culture anthropology and cross-culture psychology based on multicultural diversity of education progress of nationalities education, to discuss the theoretical and practical problems about the construction of the culture pertinence in a systematic approach.This paper is organized into three sections. The first describes theoretical framework. The second section is the practical framework. The final refers to innovation and application. It includes six chapters. The main point of each chapter is described as the following.The prolegomenon introduces the reason why choose this topic and study conception. Under the circumstance of education progress inside and outside the nation, this paper analyzes the quality of our nationalities education progress and puts forward the core idea that evaluation is the choke point of improving education quality and the requirement of constructing education quality evaluation value and system. It also articulates paper's design and innovations.The first chapter conceptualizes the terms "education for ethnic minorities", "culture", "education evaluation", "education quality evaluation" and other conceptions related to the content of the paper. It provides a foundation for the following discussion and case analyses.The second chapter encompasses promoting nationalities education quality by evaluation and mainly discusses the relation between improvement and evaluation. The paper thinks that the quality of nationalities education should be further improved, although our nationalities education has already made great progress. From the experience of the developed country, the effective way to improve education quality is to consummate education evaluation system. Thedevelopment of our nationalities education quality should use the developed countries' advanced experience.The third chapter indicates multicultural diversity is a prominent characteristic of our education for ethnic minorities. It also analyzes and discusses the reason of multicultural diversity, the reality of multicultural diversity and the representation of multicultural diversity. According to the relation between the theory of constructing a harmonious society and nationalities education, the development of nationalities education quality should present multicultural diversity.The forth chapter briefly sums up and sorts out the present position of nationalities education evaluation. It provides a systematic explanation for the construction of nationalities school education evaluation and quality. Furthermore, analyze the limitation of the present nationalities education evaluation based on the culture aspect.The fifth chapter constructs culture pertinence theory and model design based on above paragraphs. This paper considers constructing harmonious culture is the main task for the constructing a harmonious society. It designs quality standard and a few models for nationalities education quality evaluation.To sum up, this paper adheres to realistic and innovative sprit and tries to contribute something as the following:Firstly, it reflects the trend of the times and the forward looking. Itputs forward a progress strategy for minority education development in the new times, based on the requirement of constructing a harmonious society and the experience of nationalities education progress, which is to improve evaluation model to realize the change from number increase to quality improvement and characteristic prominence.Secondly, the theory is innovative. It puts forward a theory and belief that is endogeny progress based on the anthropology and discusses the relation between the quality promotion of education for ethnic minorities and culture diversity. Thereby it concludes culture pertinence evaluation for nationalities education.Thirdly, it mainly discusses our native education for ethnic minorities. It not only discusses the drawback of the western classic education evaluation patterns but also points out the limitation of the prevailing ideas about western multicultural diversity in our nation. Then reveals how to use the theory put forward by our nation's scholar, especially the pattern of multicultural diversity in unity of the Chinese nation and culture consciousness (Fei Xiaotong), and how to use the evaluation of our nationalities education to contribute for constructing a harmonious society.Finally, it promotes subject construction. This paper makes a first systematic study for the evaluation of education for ethnic minorities. It will promote to consummate subject system construction.
