This thesis reviews the history of the emergence and development of universities, as well as the reasons of their formation. It specifies three major social functions of universities, i.e. cultivating talents, performing scientific researches and serving the society. It also points out the increasing importance of an emerging university—research-oriented university—in every country, especially in the economic and social development and national security strategy of developed countries, which has a close relation with the transfer of world scientific research center.The emergence and innovation of knowledge have their own inherent laws which can be summed up into the following three basic rules: rule of experiment and mathematic deduction, rule of analogy, and rule of integration. Over a long period of time, knowledge innovation is only restricted to those of scientists and individual inventors. It is not until the early 20th century that innovation truly became a theory, whose earliest origin could be traced back to the research field of western economics. In the new era of knowledge economy, the emergence and innovation of knowledge, the cultivation and excavation of talents, the discovery and breakthrough of science, the civilization and advance of society, all these cannot deny universities as their bases. Therefore, universities, reputed as the"power station"of the social development of human beings, have become an important component and main body of the national innovation system. Research-oriented universities have become the major agent of the basic national research and the source of the new national system of knowledge innovation. First-class universities have become the core of the new national system of knowledge innovation. With its inherent framework, development rules, borderlines, and way of knowledge transfer, the knowledge innovation system of universities is influenced and controlled by social elements, and is gradually perfected with the constant development of science and technology and society. Research-oriented universities, emphasizing the separation of teaching and scientific research, are engaged in scientific research specially, thus extend their functions and show the tendency to serve the whole society.How will universities adapt to the development of modern science and technology and social transform? How to perfect the structures and functions of universities? All these questions have become the focus of our attention. By comparing and analyzing the innovation system of knowledge in universities both home and abroad, studying and searching for the common features of the innovation system of universities, that is, cultivating talents, basic researches, the direct functions of the government, advancing the scientific and technological innovation of universities by innovating the system, and universities are the important component of technological innovation, etc. As a result, it is of great urgency and importance to strengthen the knowledge management of universities, and realize the mutual transformation of dominant and recessive knowledge. The platform of knowledge innovation is an important carrier to realize the share of university knowledge, knowledge integration as well as knowledge innovation. Academic freedom in the university is conductive to form the atmosphere of respecting knowledge and making audacious innovation, to set up systems of encouragement and competition, and to establish flexible administrative system and mechanism, so as to realize the self-management of the university finally and accelerate the improvement and development of innovation system of knowledge in the university.
