The popularization, internationalization and demand diversification of Chinese higher education has seen increasingly furious competition between universities. As a special kind of knowledge industry, university should promote its core competence urgently. As typical knowledge-intensive organization, knowledge is university's core property in creating value. The essential of university's core competence is the ability of mining and applying knowledge value. The ultimate source of university's competence consists in professional knowledge and professional skill (mostly tacit knowledge), therefore the ultimate approach of upgrading university core competence lies in implementing knowledge management (KM).This dissertation tries to apply KM theory in university management and systematically studies the following contents: the implementing system of university KM, university KM system (UKMS), university knowledge sharing, application of KM in university's three kinds of knowledge production and basic function management, etc. The main contents are as follows:I . It analyzes the background, aim and meaning of this dissertation, introduces domestic and international research evolution, analyzes the problems existed in domestic and international research, and introduces the research aim, research method, research thinking way and main content of this dissertation.The full framework of implementing system of university KM has not been put forward in academia at present. There is no scholar who systematically researches the thesis of "university KM". Many problems need to be researched, such as composition element model of university core competence, constructing of university KM system, university knowledge sharing model, university knowledge innovation model, etc. This dissertation intends to give thorough study to these problems.II. It analyzes the corresponding relation between three kinds of knowledge production (education and training activity, scientific research activity, application and exploitation activity) and three basic social functions of university (educating talents, scientific research and social service). Secondly, it analyzes the connotation and characteristic of university core competence and establishes composition element model of university core competence. Thirdly, it introduces the meaning of university KM and constructs university knowledge chain model to reflect the relation between university KM and university core competence.III. It sets up a lantern model to reflect the framework of implementing system of university KM, introduces the composition parts of the model, discussesuniversity KM strategy, analyzes study-type culture and knowledge sharing culture that are in keeping with university KM. University KM strategy includes: building digital campus, constructing university KM system, carrying through organization structure reform, improving motivating mechanism, building KM culture atmosphere, perfecting knowledge property system to motivate knowledge innovation, establishing campus knowledge base to optimize knowledge sharing system etc.IV. Firstly, it analyzes the building aim and management content of university KM system (UKMS); Secondly, it analyzes the concrete function part and operation flow of UKMS; Thirdly, it sets up the model framework of UKMS; Finally, it probes into key techniques of UKMS, including knowledge storing, collecting, discovering, sharing, learning, innovating etc.V. Firstly, it analyzes the connotation, function, actuality and obstacle of university knowledge sharing; Secondly, it analyzes the actualizing course of university knowledge sharing; Thirdly, it sets up university knowledge sharing model to discuss the efficient measures that can promote university knowledge sharing. The measures include: hardware development (information network, knowledge sharing technique), system development (fair competition mechanism, restricting knowledge monopoly mechanism, motivating mechanism and income mechanism of knowledge sharing), culture development (compatible academic atmosphere, campus culture of knowledge sharing, making people the center and mutual trust), and concrete countermeasures (university knowledge market and knowledge map).VI. Application of KM in university's three kinds of knowledge production. Firstly, it analyzes KM of educating talents. KM method is applied in teaching management, implementing "knowledge-type teaching management". Explicit and tacit knowledge of education are analyzed and the two kind of knowledge should be combined in education. University should advocate "master-prentice-learning" so as to enhance the imparting efficiency of tacit knowledge. It also discusses how to push undergraduate's tutor-system under the circumstance of limited resources of higher education in China, and sets up implementing model of undergraduate's tutor-system.Secondly, it analyzes KM of scientific research, sets up university knowledge innovation model and puts forward KM countermeasures of university scientific research work. Thirdly, it analyzes KM of social service; Fourthly, it analyzes the actuality and countermeasures of the protection and management of university knowledge property. Finally, by analyzing the case "from tacit knowledge theory to see the tutor-system of Oxford University", it analyzes the important function ofKM in educating talent.VD . Application of KM in university's basic function management (administration management, human resource management and finance management). Firstly, it analyzes KM content of university office. Secondly, it analyzes KM in human resource management. University should establish study type organization of flexible, flat and network, set up KM department, instate chief knowledge officer, and set up flexible human resource management system. It analyzes the building of university knowledge innovation motivating mechanism on the base of the analysis of employee want characteristic and misty evaluation of employee knowledge innovation ability. Finally, it analyzes the actuality, meaning, principle and measure of university knowledge assets management.VI. Full text summary and research outlook. It gives a summary of dissertation content and introduces the innovations of this dissertation, including (Dsetting up composition element model of university core competence, constructing university knowledge chain model to reflect the relation between university KM and university core competence; ?setting up a lantern model of implementing system of university KM; ?constructing model framework of university KM system; ? setting up university knowledge sharing model to discuss the efficient measures that can promote university knowledge sharing; (5) constructing university knowledge innovation model. At the same time, it puts forward research outlook for the future, namely case study of university KM, implementing effect evaluation of university KM etc.
