With the development of learning economy and rapid increase of globalization , information , knowledge plays an important role in the economic development. Its importance affects economic circumstances , controls human's life and influences competence between countries in the world . Educational problems induced by learning economy have attract more focus and affect human capital development whatever analyze organization and study from the view of micro or macro . With the intensive competence of countries , higher aim of life and rapid development of science and technology there is a battle between countries to control human capital market . That is to say , more and more people focus on human capital by information and technology .The new century is a time of learning economy , its nature is innovation . The major factor in innovation is human so education is base on developing learning economy . A country's development model ensures its capacity of innovation and economic growth speed and model . Going through the history of developed countries and our country we can see the importance of education on human capital . On the contrary , the human capital satisfies educational needs and captures higher need and supports education development . The history of world economy development demonstrates the close relationships between human capital and education . So it's an important problem that how to measure relationships on different levels between human capital and education , especially the contribution of education to different levels of human capital and controlling the development of education and human capital . Traditionally , measuring education has many methods such as factor analysis , labor simplifying method , class time method , labor productive method , remainder analysis and production function methods . This essay considers that these methods have different benefits and troubles . These troubles lie on lack for data of education capital and education capital replaces capital , instead analyze education investment on different ways and educational levels and simplify the contribution of education to the economic growth . Some material states clearly that solving the problem of educational levels can realize by studying gaps and influence of gaps between education and human capital . It's obviously unreasonable and it can be proved by this essay that analyzes the inefficiency of this kind of measure method and put forward paradox and prove it .We know education development discipline , technology development discipline , economy development discipline and their relationships have difficulty to measure , in fact , these measure methods induce errors in reality . People focus on coordination of education development to promote human capital quantity and quality . In economics , efficiency and equity have more difficulty to measure because there is no unifying method and mathematical function to prove its efficiency , so many documents still stand on the analysis of system and the problem of efficiency and quality existed on the abstract concepts of education and human capital . For better understanding education and human capital , demonstrating the method to measure educational efficiency and human capital quality this essay adopts a whole new method to measure by discarding traditional methods , and sets up a new system to solve the troubles of evaluation and decision by system and experts . By the theory of education economy , economics , statistics , economy metrology , education and management from reviewing the study of education development of human capital quality , relationships of education and human capital quality , the contribution of education development to human capital ,education system model and education development policy , studying the measure methods of education efficiency and human capital quality this essay sets up an information system aimed at different education models , ages , experiences to cause different levels . When facing companies in micro fields or human capital reserve in macro fields this kind of system has a rapid , external , systemic and direct nature , especially this method can decrease waste ,follow funds tracks on education investment , and at the same time it can build up a long-time specialists database to promote a new evaluation model and analyze quality change to satisfy the need international competence and boost our country's technology and science development .This essay analyzes foreign experiences and data , explains the contribution of economy stability to country experiences ,concludes successful ways ,compares our country's current situation and proposes educational investment is not an only way to solve the unbalance of human capital development and quantity ,efficiency and quality are effective methods to deal with the problems of irritation of human capital development . This essay makes a try by experiment theory to build up a simple game system , by questionnaire , fuzzy mathematics and clustering analysis to study education and re-education contribution on human capital quality and from the field of experiment proves the efficiency and close relationships between education efficiency and human capital quality . And on the base of these studies it raises suggestion and development policy on our country's education .This essay lays heavy stress on three aspects . First , education , human capital , knowledge , technology have close relationships and it puts forwards a hypothesise paradox and can prove its error .Second , it depends on education and human capital , discards traditional measure methods ,adopt a whole new way to build up an experts system to evaluate relationships and raise a point that there is no clue to prove the relationships of human capital and economic growth .Third , by measuring education efficiency and human capital quality it builds up a kind of data-system logical relationships, and it with un-quantity relatioanships without idealization problem can be proved on micro fields and broadcasting way and methods among people. Except for setting up a effective data tracking and analysis system ,studying education investment efficiency and human capital quality , adopting appropriate methods to evaluate factors objectively and rapidly and understanding our country's development current situation and human capital organization circumstances , we can formulate efficient decision and raise constructive political suggestions .
