Abstract/Summary:
At present,China’s economic development has entered a new normal,accelerating the implementation of innovation-driven development strategy and realizing the change of development mode from factor-driven to innovation-driven plays a key role in China’s economic transformation.However,the transformation rate of scientific and technological achievements in China is low compared with that of developed countries,and there is the problem of coexistence of continuous increase in innovation investment and low innovation capacity,which requires human capital to play its endogenous role in scientific and technological innovation.The core element of science and technology innovation development is human capital,and high-quality human capital will become an important strategic resource for regional competition in the future,but the disappearance of China’s "demographic dividend" has led to the low quality of human capital in China,which affects the improvement of science and technology innovation efficiency.By combing through the relevant literature,we found that at present,academics mainly study the relationship between the stock of human capital and the efficiency of regional science and technology innovation,but few scholars have studied it from the perspective of quality.The existing literature mainly uses education indicators to evaluate the quality of human capital,which has certain limitations and the evaluation of human capital quality is rather one-sided.Therefore,how to construct an index system for human capital quality evaluation and whether human capital quality can have an impact on regional science and technology innovation efficiency are questions worth studying at this stage.This disertation takes 30 provinces,municipalities and autonomous regions in China from 2010 to 2019 as the research samples.Firstly,human capital quality is divided into "quality","quantity" and "structure" dimensions,and each dimension and comprehensive level are calculated by using time-series global principal component analysis,and the three-stage DEA method is used to measure the efficiency of regional science and technology innovation and its decomposition value.Secondly,a panel Tobit model was used to study the impact of each dimension of human capital quality and its integrated level on regional STI efficiency.Finally,the total sample is divided into three regions,East,Central and West,to examine the heterogeneous effects of human capital quality on regional STI efficiency.The conclusions of the study are as follows:(1)The overall level of human capital quality and its comprehensive level,as well as the level of regional S&T innovation efficiency are low,and both of them show a steady increasing trend over time,and show the characteristics of "East-Middle-West" decreasing step by step.In addition,analyzing the decomposition value of regional S&T innovation efficiency,we find that the scale efficiency of S&T innovation is the main reason to limit the comprehensive innovation efficiency of regional S&T;(2)all dimensions and comprehensive levels of human capital quality promote the comprehensive efficiency and scale efficiency of regional S&T innovation to different degrees,and negatively affect the pure technical efficiency.In terms of dimensions,the "quality" dimension of human capital quality has a greater contribution to the efficiency of regional science and technology innovation than the "quantity" and "structure" dimensions.In terms of efficiency,the dimensions and comprehensive level of human capital quality indirectly affect the overall efficiency of regional science and technology innovation by improving the scale efficiency;(3)regional heterogeneity analysis reveals that the dimensions and comprehensive level of human capital quality in the east and central regions do not have a significant impact on the efficiency of science and technology innovation,but theimpact of human capital quality in the western region is greater,which indicates that the quality of human capital plays a greater role in the regions with weak economic foundation.The effect of human capital quality on the efficiency of scientific and technological innovation is not significant.This disertation explores the impact of human capital quality dimensions and comprehensive levels on regional science and technology innovation efficiency,defines the concept of human capital quality,constructs a human capital quality evaluation index system,and expands the research related to human capital quality.The findings of the study help the government and relevant departments to more accurately assess the impact of human capital quality on regional science and technology innovation efficiency,formulate more targeted policies,give full play to the driving force of human capital on science and technology innovation development,improve resource utilization,and avoid the idleness of human capital and R&D capital.
