The basic education curriculum reform is comprehensively carried out in China, therefore, the present paper, in order to objectively grasp the implementation of new music curriculum in the different regions with diverse economic standards, starts with the epistemological basis of basic music education and current researches, conducts an investigation of the current situation of basic music education of thirty-three schools in mine provinces and regions including Guangdong, Zhejiang, Fujian, Anhui, Henan, Sichuan, Gansu, Qinghai, Ningxia. The investigation centers around students' music learning, quality of music teachers and factors affecting their learning such as school, society and family and so on in Chinese high schools. The main content of this investigation includes students' attitudes toward music and music lessons, their interest in music, mastering of basic music knowledge, participation in extracurricular music activities, teachers' understanding and teaching content of new music curriculum, teaching skills, teaching methods, participation in training, study on music, school leaders' understanding and attitude toward music curriculum reform, assessment of teachers' performance. The results will be categorized and analyzed based on the questionnaires.Based on the characteristics of music and laws of music education, a comparison is made between new music curriculum and previous basic music education. Then the achievement of the new curriculum is affirmed while the problem in its implementation is analyzed and corresponding countermeasures are put forward. The study holds that the successful implementation of the new basic music curriculum consists in the efforts of administrative departments at all levels. If it is carried out effectively, the implementer at all levels will consolidate their understanding of the basic music curriculum—music education, as an education of aesthetic judgment, plays an irreplaceable role in enhancing man's overall quality. However, due to various reasons, so insufficient is the understanding of the unique values and characteristics of music education that the implementation of the new music curriculum witnesses far more difficulties. The problems in the process of implementing basic music curriculum can be summarized as follows: firstly, the administrative departments don't coordinate with one another as to the understanding of the nature of basic music education and the examination-oriented education is continuing. Secondly, the design of music curriculum is nice but of little feasibility. Thirdly, without strong economic support, it is only an ideal to promote music course throughout the country. Finally, it is impossible to train a considerable amount of music teacher within such short period of time.Due to some man-made factors, problems arise in compiling, examining and selecting tentative textbooks. The wide disparity in economic development among regions restricts the equipment of basic teaching facilities in some regions. Limited new curriculum resources at large make it difficult to develop effectively. To the above-mentioned problems, the paper presents the corresponding countermeasures which are of strong feasibility. Finally, the paper, in order to further promote the development of basic music education, comes out with some suggestions, including efficiently coordinating the leadership mechanism of music education in schools, thoroughly implementing relative laws and regulations such as School Art Education Working Regulation and National School Art Education Development Plan, constructing the discipline of music education, regularly updating and further improving the curriculum standards, making precise, reasonable and renewable tentative textbooks, fully exploring and utilizing Chinese traditional culture to enrich curriculum resources, training competent music teachers, especially in rural areas and western ethnic regions.
