To implement quality education is meritorious to the present age andfavorable to our future. Today, the civilization of human has entered intothe 21th century, the concept of quality education has become generalidea of all humans step by step. Quality education is the hot topic that isattended widely by the education circles all the while since it is been putforward in 1980s, and becomes a main tune of innovation anddevelopment of our country's education. To this day, the argumentation,research and practice to quality education in our country are going on,quality education is still a hot topic that is talked by schools. Accordingto the actualities of implementing quality education, the position is good,but has worries. Whether it is a theory research teaching staff or ateacher who works in the front line, they have put forward manyconstructive measures which tally with education rules and arepropitious to the favoring developments of quality education, and haveacquired definite effects. Though the acquired achievements areinspiring, we cannot but envisage existent problems. Since theimplementation of quality education, many bewilderments,deficienciesand limitations are divulged gradually in the course of its developments.At present, "quality education" is called loudly, but the education to takean examination is grasped severely, this is the veritable portraiture thatmany schools implement quality education. Especially when facingentrance rate, the hard index, quality education looks very frail and can'tbear one beat, which is thoughtful to us. These bring many negativeinfluences and frustrations to the continuous and healthy developmentsof our country's education career, and influence all-sided developmentsof human and improvement of education quality straight. The intentionof this text is to survey and consider the reasons that embarrass qualityeducation developments over again, explore the measures that boostquality education roundly ulteriorly according to the actualities of ourcountry's current quality education implementation, in order to provide athought perspective for the system info construction of our country'squality education, to do some useful attempts for the quality educationpractices and gropes, to provide helpful uses for reference andrevelations to the theory construction and practice discussion of ourcountry's quality education. This article divides three parts:The first part differentiates again to the conception of making andquality education. At first through defining correlative conception, theveritable meanings of quality education are known. In the past thepuzzles in cognition when we implement quality education are closelyassociated with vague conception of quality education. So defining theconception becomes the first mission of researches. In succession Icompared and analyzed the quality education and the education to takean examination, the quality education and the all-sided developmenteducation, the quality education and the modern education, according tothe discriminations of its relations, we comprehended and grasped theessentials of quality education.The second part discusses the necessity of carrying on the qualityeducation. From three aspects: the demand for the development ofsociety, the objective rules of educational development and the innerdemand for person's development of body and mind, it points out thatcarrying on quality education is the call of times, the objective demandfor constructing harmonious society;the main measures to carry out thestrategy of invigorating the country through science, technology andeducation;the inner demand for individual development. It accords withthe basic rules of education, represents the basic direction of Chinaeducation, and embodies the development trend of China education.The third part explains the status of carrying out quality education inChina. It analyzes the status relevantly from the positive and negativesides. On the basis of reviewing the achievements of China qualityeducation, it analyzes objectively the main problems in carrying outquality education from the two sides of the understanding and theimplementing the quality education. At the same time, it questionsclosely the reasons of the present problems from educational concept,the qualification of teachers, the social circumstance and educationalevaluation.The fourth part discusses the measures which focus on the boostingthe quality education entirely. This part is the locality of this research. Asto the problems arising from the present quality education, it discussesthe suggestions on how to boost quality education from the change ofquality education concept, the improvement of teachers' qualification,the abroad support from families and society, the reform of curriculumand exam system. Theses suggestions aim to helpful the theory and thepractice of quality education break away from the present mess.
