The theoretical study of P. E. vocational education in China is still in its earlystages, its practice in preliminary exploration. The development of P. E. vocationaltraining colleges has been influenced by the traditional approach of athletic teammanagement and the prevalent educational concept of pursuing large scale and overalleducation among average P. E. Colleges.What the athletes do is, in essence, a kind of vocation. Given the systematic theoryand practice of college vocational education, cultivation targeted to athletes whoreceive long-term sports training and specialize in certain sports, would be reinforcedwith institutional safeguard and intellectual support, and would provide soundvocational capacity and preparedness for athletes in their secondary job obtaining.Against the background of social transformation and change in economicoperational reform, people's living standard has been upgraded and the sportsawareness of the general public improved. Meanwhile, new thinking on the value andoperation of competitive sports emerges and poses challenge to the current operationalinstitution of competitive sports, which is inevitably brought to the threshold of aninstitutional reform as a result. However, a key presupposition of this reform is that theperformance of competitive sports should not and cannot expect a tumble.Aiming at supplementing "goal-oriented national system" of China's competitivesports with more profound connotation of "integration of physical education andknowledge education", efforts should be made in seeking new methodology ofdeveloping China's competitive sports by enhancing vocational education, seeking thestep-by-step, level-by-level development of P. E. vocational training college in differentregions. Theoretical foundation should also be provided in elevating the athletes' cultural level and safeguarding their re-employment, etc., rested upon vocationaleducation.Zou Chunlan, a world champion of weigh lifting from Jilin Province, retired andwas reduced to a public bath cleaner due to her lack of an alternative professional skill.The fact shrinks away a great deal of sports dreamers and is in want to be thoroughlydiscussed for a long-term solution.One of the most effective measures of providing athletes with age-based educationand re-employment preparedness lies in introducing college vocational education intothe cultivation system of athletes. "Integration of physical education and knowledgeeducation" is an important approach of developing China's competitive sports and itscurrent practices varies into three types in general.First, from the perspective of management subject, integration is made betweenthe two parallel types of education on different levels and to different degrees, i.e.integrating knowledge education system into physical education system, or integratingthe latter into the former. Second, from the perspective of educational classification,integration is made between regular education and vocational education, one equalingthe other in developing potential and both with respective characteristics andirreplaceable focuses. Third, from the perspective of educational stratification, to beginfrom education of intermediate level and extend both towards education offundamental and advanced levels in accordance with the age and sports training levelof the athletes.Currently, "integration of physical education and knowledge education" has takenshape and manifested a preliminary framework, but its content and effects differ fromcollege to college—some attaching sole importance to form, disregarding content andeffects; some overemphasizing either physical education or knowledge education—anoptimum integration point is yet to be found. Although "integration of physicaleducation and knowledge education" has proven effective to back up "goal-oriented national system" of China's competitive sports, the "integration" in implementation isparticularly difficult and deserves of adequate attention.P.E. vocational training college has three major tasks, namely, management ofexcellent sports teams, cultivation of reserve sports talents and average vocationaltraining, which embody three major features as well, namely, applicability,competitiveness and academic competency. The way in which colleges weigh betweenthe three makes a difference to their educational objective and direction.Studies show that partial stress laid on any of the features would lead vocationaleducation into utilitarianism. Overemphasis on competitiveness is liable to result in theneglect of knowledge education, vocational training and academic insufficiency andthus differs little from the former model of athlete training; Overemphasis onapplicability is liable to result in blind pursuit of large-scale education, (forappropriation is allocated according to the number of students) devoid of the quality ofcompetitive sports education; Overemphasis on academic competency is liable toidentify with regular colleges and fail to meet the traits of vocational training colleges.Important is supposed to be equally attached to the three, while the current situationtakes a quite different look. Balance should be made basing on the respective strengthsand tasks rather than invidious comparison and partial preference.This thesis puts forward a concept of focusing on competitiveness, consolidatingapplicability and improving academic competency, respectively representing theprominent character, foundation and development of precedents of P.E. vocationaleducation. In summary, the education of P.E. vocational training colleges in Chinashould be carried forward, internally reflecting the aforementioned three features, andexternally taking various educational models. It is the foothold and starting point ofthese colleges to serve for the regional economic and social development with theirown characteristics.
