As a result of the war and the economic situation in the Democratic Republic of Congo, the population is suffering extreme poverty. Kabongo's population depends on agricultural output and the consequent income, especially from the production of cassava.At present cassava is suffering diseases, these diseases are resulting in a decrease in production. The decreased production leads to less food, and consequently more malnutrition. Also there are fewer products to sell resulting in less money, children have no access to school, there is a higher rate of dropout, a lack of clothing, a lack of medicines, and higher rate of street kids stealing or begging.As a result of the problems leading to decreased production of cassava, the people in the rural areas of the Kabongo region are seeking a solution to the problem. The result of solving the problem of diseases affecting cassava will be increased production of cassava and the increase of peasant incomes.To solve this problem, I suggest a well-designed educational program for the rural people on the cassava diseases. My objective is to develop a teaching and learning curriculum for rural people; this curriculum will be focused on adult distant learners, who are illiterates not able to speak French (official language) or even one of the four national languages, and are geographically scattered in the local area.In other words, to address this situation and to participate in improving the well-being of rural people living in scattered areas, one of the solutions is to develop a distance learning curriculum. However I have to keep in mind some key questions: What should be the content of this distance learning? What kind of technology should we use in the way to meet the individual needs of all distant learners? In which language should be the teaching and learning?To solve the problem of distant learners scattered in the rural area and for the good success of Distance Education, I decide to use radio broadcasting in tandem with Prints materials, educational CD-Rom, and tapes. All content for broadcast must be recorded in booklets, tapes, burned on educational CD-Rom and others materials, and be in two languages (in French and Kilubakat) for the didactic use.From this experimental work about the designed curriculum in the rural areas of the Kabongo region, Katanga Province in the Democratic Republic of Congo, I am able to certify that the curriculum was well designed and it can help to solve problems connected to the issue of Cassava diseases. Also, its bilingual approach is also helpful in the area where the illiteracy rate is so high and where people can't speak the official language, or even one of the national languages.
