The dominating authority only belongs to government, while government is part of the governing authorities.The running of power is single and from toper to lower in the course of dominating, But in the course of governing , there are some main bodies above two and they cooperate with each other. That may be the key factor that "govern" is different from "dominate".The ability of government is limited, both democratic government and dictatorial government are the same. It can not reach the furthest efficiency in the course of deploying social resources. The ability of marketplace is also limited. It cannot restrict monopoly , support public service, control the individual terrific action , avoid social effects of pollution and so on. It can not reach the furthest efficiency in the deploying social resource.So in the course of the community building, in order to let resident enjoy highest interest , the structure including the main bodies from the government , marketplace, community is adopted by the developed countries . In the course of Reform China, the structure of community governance begins to form. But the community governance failure appears.This paper is based on the history of community governance in the developed countries, the author focuses the structure of community governance the mature phase in western countries, studies the process of the transformation in the community building from management to governance, analyzes the reasons and results and support the countermeasures . The author suggests optimizing the structure of community governance must reach the highest level of the city government, let government work together with the main bodies of marketplace and community, by this way, realize the "good governance" and restructure the social capital.
