Full employment has been one of aims of government's macro-policies in eachcountry. With regard to China, there is the largest number of human resources.Therefore, how to utilize the resources for the purpose of resolving the problemof jobless is the primary concern for the government without doubt. At the session3 of the 16th conference for CPC, the government proposed the development strategyof "harmoniously developing cities and countries as a whole one" and at the 4thsession she put forward the significant argument: constructing the harmonioussocialism community in her "on strengthening the party' s administratingcapability by the central government and CPC". How to constantly shift laborersin countries into industries 2 and 3 in cities and how to establish laborer marketsof total planning and arrangement of town and country as a whole whereby to settlethe problems of high pressure from employment.The paper employs theories and methods in systematic engineering to deal withthe employment situation both in countries and cities under the condition ofunlimited supply of laborers and the bi-dimensional economic structure, explore themoving and flowing of labor forces across regions and analyze their shifting.Applying employment theories and taking in the valuable experience in this regardfrom economically nations, it makes an analysis of the relation betweenmacroeconomic and employment and deals with the growth territory in employment forChina's cities.Based on Yearbook and the sample data of time serials obtained by thegovernment-organized countryside-surveying team, we make the comparison analysisof the time serials concluding the features of employment in countries and cities.Coupling with this, we design the employment model for the overall planning andarrangement of countries and cities as a whole with regarding to the harmoniouscommunity, putting forward the employment-enlarged mode of 'Capability+ structure+urbanization'. We build the employment index system for the harmonious society,with the help of the harmonious employment matrix. In addition to this, we integratequantitative and qualitative analysis into the synthesizing evaluating method to set up the corresponding intelligence decision-making system and this can bolsterthe governmental steps to be taken for the sake of figuring out the problem fromthe high pressure of employment. The paper takes Xi'an as the researched objectto test the established model as a result of the outcome conforming to reality,further evidencing that the model is correct. On the basis, it gives the proposalswith respect to policies and countermeasures.The positive results in this paper matters much from the perspective of theoryfor the Chinese government to be seeking to construct the harmonious society anduntie the problem of unemployment for rural and urban areas. Built on the job indexmatrix, the alarming employment system, marked by being easy for working andoperating, will serve as instrument for maintaining the society's harmony.
