Social harmony is not only common ideal of people all over the world but also strugglingobjective of the Chinese people. High quality educational resources balanced allocation is thecore and starting point, it plays irreplaceable role and burdens promoting social harmony,which aims at training, shaping well-rounded persons. Harmonious society providesopportunities and environmental conditions for education, besides, it calls and demandseducation to devote to reflecting the unity and coordination of individual and social value andpromoting people’comprehensive development. Balanced distribution of urban and rural highquality education resources is one of the main forms in harmonious education, it is criticalprocess and necessary choice leading to harmonious education and society to deal and solvethis problem rationally.Currently, with the transformation form traditional to modern society, various ofcontradictions appear at the critical time of the reform and development, educationalcontradiction concentrates on resources allocation of urban and rural. In recent years,although rural education gets attaches great importance, rural compulsory education hasdeveloped rapidly, rural school running conditions and teachers improved significantly, highquality education resources allocation is still not balanced, urban and rural educationdevelopment is not harmonious, it will be the significant task. We must start form compulsoryeducation in order to train harmonious persons because it is the cornerstone of the wholeeducation. High quality resources allocation decides directly success or failure of educationand social stability and unity.Guilded by Marxism, this paper makes conception definition of high quality educationalresources and puts forward proposals such as adjusting school layout reasonably, promotingeducational information dominated by government, elevating teachers’status and professionalidentity, excavating teachers’ teaching and scientific research ability in order to makecontributions to distribute high quality educational resources rationally, promote educationharmonious development and accelerate the process of harmonious society, which bases onknowing present situation and analyzing gap on school conditions and teaching staff.
