Based on related principles of Industrial Economics and urbanization development, the dissertation begins with two aspects, which are connotation and classification of sport industry and developmental situation of city sport industry. With the mainly research methods of Qualitative & Quantitative Analyses, Empirical & Normative Study, historical Analyses and Comparative Analyses, and the use of literature analyses, experts visiting and in-depth investigation, the research on the theoretical and empirical study of city sport industry has been processed.The research are comprised of the following five parts: the discussion over fundamental .theoretical problems including connotation and classification of sport industry and its relationship with sport career; the discussion over inter-reactive mechanism between urbanization development and sport industry development; the discussion over roles and functions of sport administrative department involved in sport industry; the empirical research on development situation of sport industry of Guangzhou; and the last part by the study on countermoves of sport industry development of Guangzhou. The order of progress of these five parts expresses the logical idea of the dissertation.The conclusions are as below:1 As a subordinate part of big culture industry, sport industry contains spectator sports and recreational & fitness sportsThe connotation concludes that sport industry contains spectator sports and recreational & fitness sports. According to the correlative extents, those correlated industries which have supply and demand relations with sport industry are defined as direct correlated industry and indirect correlated industry. The correlative and affective power of sport industry to urban economy are reflected by the performances of these two industries. Comparatively, the correlative and affective power of spectator sports are higher than those of recreational & fitness sports. Within industry of spectator sports, different kinds of sports create different extents of correlative and effective power because of different eye attention they are able to win.2 The relations between sport industry and sport career have two explanations on two dimensionsThe dispute between sport industry and sport career is peculiar at the stage confronted with the change of economy system. The relations between them have two explanations on two dimensions. From broad sense, they hold the different connotation and same extension. From narrow sense, these are two respective concepts with different kind of product, operative mechanism, service target, objective and function. Therefore, sport industry is gathered by enterprises engaged in supply of sport service product, whereas sport career is aggregated by NGOs aiming at public benefits and meeting the demand of basic sport participation rights for all.3 There are inner relations and inter-reactive mechanism between urbanization, urban development and sport industry developmentHaving reviewed the. simple development history of urbanization and sport industry of some developed countries, they have inner relations. The developmental level of sport industry in one area is directly dominated by its urbanization level which is decided by industrial level. Different structure of urban industry system and status of sport industry in this system are corresponded with different level of urbanization. The inner relations determines their mutual influence. Germinated and Controlled by urbanization process, sport industry also makes contributions. Based on the mechanism, it is reached that spacious rural areas of China won't make conditions for the development of sport industry in a period of time and limited opportunities for the small-sized cities and towns.4 There lie offside, torsion and loss of roles of urban sport administrative department involved in sport industryThe roles the sport administrative department played in current two core urban sport markets in China are not equal. For spectator sports market dominated by the government, the administrative department takes as direct manager in control of allocation of materials by administrative plan and its subordinate organizations are providers of game product. For recreational & fitness sport market in its steady growth, the administrative department has turned to. stander-by to some extents with ignorance of what to do.For detailed functions arrangement, the offside, torsion and loss of roles of urban sport administrative department are respectively characterized by its control to subordinated organization and intervention of sport societies, insistence on power-government, the role inefficiency of provider of public service and monitor of sport market, all of limitations are caused by traditional system arrangements in sport field in China.5 The current situation of sport industry of Guangzhou doesn't match with city strengthThe comprehensive strength of Guangzhou has constructed strong platform for the development of sport industry. However, compared to such ability belonging to later period of industrial stage of the city, the structure of the third industry desires in-depth upgrading and the weakness of newly service industries represented by cultural, sport and entertainment ones doesn't match with city economic strength characterized by GDP $7000. The rapid growth of citizens' demand for spirit products focusing on living quality on one hand and the weakness and slow development of urban sport and recreational market on the other hand, which has formed contradictions ought to be relieved by adjusting some factors hindering the development of sport industry.
