School system of higher education is the core of the educational system, which came into being and develops with different national traditions and educational tasks in different historical periods. And educational tasks depend on political, economic, cultural and scientific developments. The dissertation discusses the same topic-the school system of higher education in USA, Russia and Taiwan province by a great deal of facts and data, and establishes a scientific and realistic understanding. This research has both theoretical and practical implications for the reform in the school system of higher education in our country.There are totally three parts in the dissertation, including eight chapters.Part One is an introduction made up of one chapter, focusing on the significance and purpose of the research, the structure and basic thinking of the research, briefing of the related research, the theoretical basis and methods, and main hypothesis of the research.Part Two is the main body of this research, consisting of Chapter 2, Chapter3, Chapter 4, Chapter 5, Chapter 6 and Chapter 7. Among these chapters, Chapter 2, Chapter 3 and Chapter 4 start with the clarification of related concepts, and review the historical developments of school system of higher education in USA, Russia and Taiwan province, and analysize their current backgrounds from the perspectives of politics, economy, culture(especially ideas on higher education )and international situation. Chapter 5, Chapter 6 and Chapter 7 lie the focus and key points of this research. This part classifies and analysizes universities and colleges by academic, professional and vocational institutions of higher learning and by institutions of higher learning offering 5th level education and putting priority on 6th level education, and discusses the relations among different levels and types of institutions of higher learning by communicating ways and ratios in USA, Russia and Taiwan province.Part Three is the concluding part made up of Chapter 8. Drawing on the systematic research in the previous chapters, the dissertation sums up the features of school system of higher education in USA, Russia and Taiwan province. The school system of higher education in USA appears to be single-track mode, but double(or multiple)-track mode in essence. The school system of higher education in Russia appears to be branching mode, but close to single-track in essence. The school system of higher education in Taiwan province appears to be double-track mode, but converging mode in essence. In this part, the dissertation also presents that the common developing trend of school system of higher education in USA, Russia and Taiwan Province will be the perfecting of its structure, the diversification of its degrees, the expandability of its components and its elasticity. At last, Basing on the reality in our country, this dissertation makes a breakthrough and presents the idea that China should set up the independent system of vocational higher education without upper limit of levels, and gradually shorten the period of schooling of postgraduate education, and increase more levels and types of degrees.
