Education management system is the key to education reform. As the universities gradually become the social "axis", the reform of higher education management system has been a noticeable part.As the socialist system country, Vietnam is similar to China in higher education administration system. Whereas Singapore formed by Chinese people also has common with China. In the context of the China-ASEAN EXPO being permanently settled in Nanning, it is so urgent for the reform of Chinese higher education administration system that we take timely reform to adapt to changes of ASEAN countries.Firstly, from the above, the paper bases on the theory of institutional change and the logic structure of social changes leading to institutional changes to compare and study the current situation of higher education management system in China, Vietnam and Singapore, which aims to discuss the problems of the Chinese higher education administration system. System is the key factor to higher education development. Every level of higher education management has produced an adapted higher education development. This paper elaborates social change and institutional change theory, higher education management system, and especially management system is the organization system of the state administering the higher education. Then it divides the management into many different types: centralization, de-centralism and the balance between centralization and de-centralism and so on.Secondly, it analyze and summarizes the current situation of higher education management system reform in China, Vietnam and Singapore, summarizing in detailed the present state of higher education administration power, investment system and school-running system about China and Vietnam which are experiencing reformation and opening up, and Singapore which is economic prosperity after the 1980s. Through the comparison of China, Vietnam and Singapore, it concludes the commonplace, such as decentralization, macro-management, enlarging the autonomy of the local authorities, investment system and the system of running schools and so on. Comparing with China and Vietnam, the difference is that as a developing country, Singapore has been undergoing the reformation of higher education management administration, and it is more completely advanced.Finally, in seeking common ground while putting aside differences, there are much enlightenments to Chinese higher education management administration reform, such as transforming government function, strengthening macro-control, building a service-oriented government, integrating with vertical separation of powers and the combination of horizontal cooperation, supporting area's higher education development and exploring higher education administration system grounded on Chinese own characteristics.Since the 80s of the 20th century, the economy of Asia-Pacific has been developing rapidly. China, Vietnam, and Singapore are becoming the typical post-developed countries in this region. From the perspective of international comparison, it studies the basic process and unique form of modernization of higher education in post-developed countries, and raises the future trends and possible approaches about high educational management system reform. From the above, it develops a new space on the study subjects, which is of great significance to the current educational reform in China.
